Provide all labor, material, equipment, transportation and supervision
required to perform all work necessary or incidental for the placement
of 11 day beacons and the removal of 2 damaged day beacons. There are
currently eleven (11) wood pile aid to navigation structures requiring
installation in the Michigan Inland Waterway. Three of these locations
are new, two are currently damaged and six are replacements. The
structures will consist of sixty (60) foot length timber piles. The
piles shall be Douglas Fir or Southern Pine clean peeled Class B round
timber piles that conform ASTM D25. The lengths shall be 60 foot with
a tolerance of plus or minus 6 inches. The diameter shall be 13 inches
at the butt (when measured 3 feet from the end) and a minimum of 7
inches at the tip. All piles shall be pressure treated with CCA (Type
C) in accordance with AWPA C1 and C3, minimum retention shall be .8
pcf. Timber piles shall be installed at the loctions in the Michigan
Inland Waterway (Cheboygan River, Mullett Lake, Indian River, Burt
Lake, Crooked River and Crooked Lake). The Standard Industrial
Classification (SIC) code assigned to this project is 1629. Estimated
range of the project is less than $25,000; therefore pursuant to FAR
52.219-20, Notice of Emerging Small Business Set-Aside (JAN 1991),
offers or quotations under this acquisition are solicited from Emerging
Small Business concerns only. Offers that are not from an Emerging
Small Business shall not be considered and shall be rejected. Emerging
Small Business as used in this solicitation, means a Small Business
concern whose size is no greater than 50 percent of the numerical size
standard applicable to the SIC code assigned to a contracting
opportunity. The numerical size standard applicable for SIC code 1629
is $13.5 million. Therefore, the offeror's average annual gross
revenues for the last 3 fiscal years can not exceed $6.75 million in
order to be considered. Performance Period is 60 calendar days after
Notice to Proceed. A due date for quotes has not been scheduled. All
