14 -- GUIDED MISSILES SOL N00024-00-R-5394 DUE 010800 POC Contract Specialist, Karen Hammack, 703-602-8000 ext 535 Sources Sought for MK 125 Mod 1 Warhead -- seeking sources for the production of the MK 125 Mod 1 Warhead used in the STANDARD Missile-2 family of missiles. The Naval Sea Systems Command intends to issue a request for proposal (RFP) NLT May 2000 for a firm fixed price procurement with a base year and 4 option years for the MK 125 Mod 1 Warhead production. The RFP will be for an unrestricted domestic procurement and will include a first article acceptance lot of 3 warheads which will be tested by the government, with follow-on yearly production testing. The expected yearly production quantities is approximately 300 to 400 warheads. As the warhead is a safety critical item and its design is qualified and approved for Navy use, the selected supplier must be capable of building the warheads to the Technical Data Package supplied by the Design Agent, the Naval Surface Warfare Center, Dahlgren Division. The warhead manufacturer must fabricate or buy the initiators, empty assembly, the shipping container, the explosive, and be certified to conduct explosive operations. None of these items are considered Government Furnished Material. The MK125 Mod 1 Warhead consists of the following: (1) Four MK 21 MOD 1 initiators; each initiator consists of an electrically conductive low inductance flexible printed circuit cable, four hermetic chip slapper detonators, and four PBXN-5 explosive boosters weighing two grams each. The initiator is approximately 16 inches in length and 1.2 inches in width. The initiator connects to the MK 54 Safety- Arming Device (S-A) via a precision two sided bull's eye connector and is detonated by a high voltage pulse from the MK 54 S-A (the S-A is not included in this RFP). (2) An empty assembly consisting of an electrically conductive graphite epoxy shell with end plates and center tube made by injection molding. The empty assembly is approximately 12 inches in diameter, 13 inches long, and .050 inches thick. (3) 75 lbs of PBXN-110, Type II explosive. (4) MK 753 shipping container (the MK125 warhead shipping container) It is requested that potential suppliers provide the Naval Sea Systems Command with a ROM cost estimate for the procurement described above, a production concept paper describing how they would manufacture the warhead, and a resume of experience with warhead and explosive production. Responses are due no later than 45 days from the date of this announcement.
