BATTLE DAMAGE REPAIR SYSTEM -- The Navy is conducting a market survey
to identify sources of a Battle Damage Repair System (BDRS) meeting our
requirements and upon which the Navy might conduct performance and
operational testing and evaluation. The goal of the testing and
evaluation will be to qualify the candidate BDRS for approval for Navy
use and procurement. The BDRS is to provide a quick, effective,
man-portable device for temporary repair of small to medium size (up to
20 inches diameter) hull perforations due to hostile weapons effects.
The device is to be quickly and securely installed by one (preferred)
or two divers working outside the hull must space to be initially
dewatered and maintained with current Navy portable pumps. The device
must be capable of being installed on perforations on curved surfaces
with protruding material both internal and external to the hull and
effective to a minimum depth of 10 feet of salt water in a static
(stationary) and dynamic (underway)environment. Due to operational
considerations an inflatable device is preferred. The intent of this
announcement is to identify sources for the procurement of test
articles. If testing satisfies the U.S. Navy's needs, follow on
procurements by individual Navy units on an as needed basis will be
authorized. U.S. and foreign firms interested in being considered
should submit, in writing, a description of their product which
fulfills the Navy requirement along with price and availability
information. This announcement is a request for information only and is
not a request for proposal (RFP) or announcement of solicitation.
Activities which fail to respond will not be placed on the bidders list
for a solicitation of test articles and the product will not be
evaluated for approval of Navy use and procurement. No telephone
inquiries will be accepted. The Government will not pay for any
material provided in response to this synopsis nor return the data
provided. Responses are required in 14 days after publication of this
notice. Responses should be addressed to Commander, Naval Sea Systems
