solicitation/synopsis for a commercial item prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. Solicitation number RFQ00Q0050 is
issued as a Request for Quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-15. This action is a small business
set-aside. The SIC code is 3663, and the small business size standard
is 750 employees The U. S. Secret Service has a requirement to provide
for the purchase, installation and training on the following video
conferencing equipment. CLIN NO. 001, Radvision H.323 Gateway
(L2W-323/4E/P/8X LAN/WAN PRI 323 Gateway, Nortel Product Number
DUM00094, Qty. 1, EACH CLIN NO. 002, Radvision Gatekeeper Software
Nortel, Product Number DUM00073, Qty. 1, EACH CLIN NO. 003, Setup,
installation, and testing of the videoconferencing hardware and
software, Qty. 1, EACH CLIN NO. 004, Training, Qty. 1, EACH CLIN No.
001 and 002 The Radvision H.323 Gateway (L2W-323) and Gatekeeper
software is a fully self-contained "standalong" gateway that translates
between H.323 and H.320 protocols, and converts multimedia information
from circuit switch to H.323 IP packets. On the PSTN side it supports
voice-only calls, as well as H.320 videoconferencing sessions. The
L2W-323 enables users to exchange audio, video and data in real time.
The Gatekeeper software provides the functionality of a multimedia
Private Branch Exchange (PBX) allowing internet work calls, Direct
Inward Dialing (DID), call forward and transfer, and custom call
control via IVR and DTMF signaling. Radvision is the recognized
technology leader in the multimedia communications industry. Their core
enabling H.323 software and hardware technologies for multimedia
conferencing allows complete interoperability with other H.323 devices
on the market. Radvision participates in the ITU-T Experts Group,
playing a key role in the formulation of the H.323 standard. CLIN No.
003 The contractor shall setup, test, and install the video gateway on
the U. S. Secret Service network located at 950 H Street, N. W.,
Washington, DC (HEADQUARTER, (HQ)). The HQ vertical backbone is ATM
with 10/100 Mbps Ethernet (IEEE 802.2) horizontally to the desktop. The
installation and testing shall be done in coordination with Secret
Service Technicians from the Network Management Branch. The contractor
project manager shall provide documentation to the COTR certifying the
setup and successful testing of the video gateway. The contractor shall
successfully conduct a simulated videoconference with 5-10 people and
multi-point calling using government-furnished teleconferencing units
(4 Polycom Viewstations) at USSS HQ. CLIN No. 004 The contractor shall
conduct informal training sessions with no more than 15 Secret Service
employees at USSS HQ. This training shall cover the setup, management,
and troubleshooting associated with video teleconferencing. Training
logistics shall be coordinated with USSS personnel. Delivery is FOB
Destination with all freight included in the delivered price to
Washington, DC. Delivery of CLIN No. 001, 002, 003 shall be within 60
days from date of award. Training date for CLIN 004 shall be
coordinated with USSS. The following FAR provisions are applicable to

Commercial Items (May 1999); (additional clauses cited in 52.212-5 that
apply to this acquisition are: 1,8,9,11,12,13,14,15,22). Offerors must
include a signed copy of the Representations and Certifications with
their offers. Copies of the Representations and Certifications are
available on-line at GSA's web page at www.arnet.gov/far. The contract
specialist will not accept telephone call requests for copies of the
FAR provisions. EVALUATION PROCEDURES-In accordance with FAR Clause
52.212-2, the following factors are added to paragraph (a): Offerors
price and past performance shall be evaluated. Past performance and
cost shall be evaluated in accordance with the procedures in FAR Part
15.305. Award shall be made to the offer that is most advantageous to
the Government based on price and past performance. The Government
intends to award a firm-fixed price contract to the responsible offeror
whose proposal, conforming to the items listed herein, will be the most
price advantageous to the Government. Award will be on an all-or-none
basis with respect to the listed items. All offers, which shall include
a include past performance, a price proposal, and signed copy of the
Representations and Certifications, shall be mailed to the U.S. Secret
Service, Procurement Division, 950 H Street, NW, Suite 6700,
Washington, DC 20001 Attn: Renea Morton, for receipt not later than
3:00 p.m. March 31, 2000. Award is anticipated within thirty (30) days
