Port Hueneme Division, Dam Neck Detachment proposes to procure the
design, testing, and delivery of Microwave Receivers and associated
Operation & Maintenance Manuals. It is the Government's intent that the
receivers be existing, Commercial Off-The-Shelf (COTS) or
Non-Development Item (NDI), with minor modifications as necessary to
meet the specifications. The applicable Standard Industrial
Classification Code is 3663 and the applicable Federal Supply
Classification Code is 5820. The Microwave Receiver shall provide a
high performance, low cost set-on receiver with the capability to be
used with the CLUSTER SNOOP and CLUSTER SPECTATOR Microwave Receiving
Systems. The CLUSTER SNOOP (AN/USQ-149(V)2) system is the
next-Generation ELINT Collection System (NDI) nearing production and
fleet release. The system functions as a carry-on signal collection
system utilizing state-of-the-art high-speed receivers and advanced
technology pulse processors. The CLUSTER SPECTATOR (AN/WSQ-5(V)) system
is the digitally-controlled radio frequency receiver system developed
in 1989 capable of automatic search, acquisition, and identification of
electronic emitters to provide tactical Electronic Support Measures
(ESM) augmentation and the needs of Direct Support Element (DSE)
electronic intelligence (ELINT) operations. The receivers shall be
plug-compatible with the TN-340 microwave tuners used in the CLUSTER
SNOOP systems and be capable of being fully integrated without hardware
modifications to the systems. The receivers shall be fully compatible
with the CLUSTER SPECTATOR TN-616 tuners after changing the CLUSTER
SPECTATOR tuner control cable connector to the connector used for the
TN-340 tuners. The Microwave Receivers shall be controllable from the
front panel of the receiver or through a combination of parallel and
serial control buses. All features shall be controllable by both front
panel and remote control methods. Award of an Indefinite
Delivery/Indefinite Quantity (IDIQ) type contract with Firm Fixed
Pricing (FFP) is anticipated for a base year plus four option periods.
Items will be ordered by Delivery Orders issued against the contract.
It is anticipated that the first delivery order will be for twelve
receivers, and manuals delivered at the rate of two per month
commencing six months after contract award. This would constitute the
minimum order for the contract. Additional items will be ordered by
delivery orders issued against the contract. No minimum order is
guaranteed for these additional items but the maximum accumulative
order(s) will not exceed 60 receivers and manuals each year of the
contract. Award will be made to the lowest priced technically
acceptable offeror. Offerors will be required to provide an
implementation plan for meeting the specifications detailed in the
