combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). This
procurement will be awarded on a "Best Value" basis. Best value will be
determined based on the offeror's technical capabilities (20%), past
performance (30%) and the lowest technical acceptable cost
(50%).Technical capabilities will be judged on the offeror's knowledge
of Beowulf systems, including hardware compatibility issues and LINUX,
LAM-MPI and compiler software configuration. Demonstration of desired
performance metrics and ability to provide technical support for any
hardware or software issues after the initial sale will also be taken
into consideration. Past performance will be derived from the offeror's
overall installed base of Beowulf type systems and will take into
account solicited evaluations of the offeror from such sites. Cost will
be evaluated based not only on delivered price, but will also take into
account the quality of the components used in the system's construction
and the overall warranty and level of technical support provided with
the system. Minimum system requirements are as follow: HARDWARE: Twelve
Node system using ATX cases (no larger than mid-tower). twelve Dual
processor 100 MHz boards (4 DIMM slots, 1GB capacity) using the Intel
440BX chipset. twenty-four 650 MHz Pentium III Processors (each with
256K Advanced Transfer Cache) with 3.072 GB of memory (256 MB PC100
SDRAM x 12 nodes, 128 MB DIMM minimum); and 128.4 GB of disk (36 GB
Ultra 2 SCSI 10000 rpm on head node, 8.4 GB IDE on 11 nodes). twelve 8
MB AGP video cards (one for each node). twelve 3.5" floppy (one for
each node). twelve CDROM (one for each node, 32X minimum). twelve
Gigabit network cards (one for each node). one 10/100 network card (for
master node only). one 17" SVGA monitor (0.27 mm dot pitch). one 104
Keyboard. one 3 button mouse. one Keyboard, Video, Mouse (KVM) switch
and cables for interface to all 12 nodes. one 12 port Gigabit Network
Switch (with 12x1GB backplane capacity) and cabling for 12 nodes. one
Wire shelving unit to support 12 node cluster. two 10 outlet power
strips with surge protection (UL listed). SPARES: two 230 Watt Power
supplies and two 8.4 GB EIDE disk drives. SOFTWARE: RedHat Linux 6.1
installed and configured for Beowulf cluster; Portland Group C, C++,
Fortran 77 and 90 compilers (single user license; and Installation of
LAM-MPI Version 6.3. WARRANTY: One year parts and labor, 3 years parts,
and 5 year phone support. PERFORMANCE REQUIREMENTS: (1) The system
shall be delivered as a turnkey Beowulf computing cluster. (2)
Acceptance testing shall require successful execution of the NASA NAS
Parallel Benchmark suite (NPB 2) using the full capabilities of the
cluster (see http://www.nas.nasa.gov/Software/NPB/ ). (3) Network
bandwidth must sustain a minimum of 40 MB/s point to point transfer
rate using LAM-MPI code for message sizes ranging from 1 MB to 64 MB in
size between two distinct nodes. Additionally, network latency for
point to point communication shall be no worse than 0.001 seconds for
any size message. (4) Consideration shall be given to the TCP
performance fixes for short messages as discussed by the ICASE group at
NASA-Langley (please refer to documentation provided at:
http://www.icase.edu/CoralProject.html, if appropriate. (5)
Consideration shall also be given to the NIC driver fix for deadlocks
as discussed by the ICASE group at NASA-Langley (please refer to
documentation provided at: http://www.icase.edu/~josip/HPCS/, if
appropriate. The provisions and clauses in the RFQ are those in effect
through FAC 97-15. The SIC code and the small business size standard
for this procurement are 5045 and 100 employees, respectively. The
offeror shall state in their quotation their size status for this
procurement. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. Delivery to Johnson
Space Center is required within 20 days ARO. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-C9. Quotations
for the items(s) described above are due by April 3, 2000, Central
Time, at 4:30 p.m. and may be mailed or faxed to Mary Thomas, Mail Code
BJ2, NASA/Johnson Space Center, 2101 NASA Rd 1, Bldg 12, Rm 140,
Houston, TX 77058. FAX Number: (281) 483-2138. Quotations must include
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and

Questions regarding this acquisition must be submitted in writing no
later than March 24, 2000. Award will be based upon overall best value
to the Government, withconsideration given to the factors of proposed
technical merits, price and past performance; other critical
requirements (i.e., delivery) if so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
