The proposed contract action is for KG-75 Encryption Devices for which the Government intends to solicit and negotiate with only one source. No solicitation will be issued. The Defense Threat Reduction Agency (DTRA) has a requirement to procure a quantity of two (2) KG-75 Fastlane ATM encryption devices with OC3 multi-mode interface from General Dynamics. General Dynamics is the only company being considered at this time. Firms wishing to be considered for this effort must furnish clear and convincing documentation of their qualifications and/or capabilities to provide said products. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. If no affirmative written replies are received within a twelve (12) day period of the posting of this publication, an award will be issued to General Dynamics. A determination by the Government to not conduct this effort as a full and open competition procurement,based upon responses to this notice, is solely within the discretion of the Government.
