Nancy L. Dydak, 703-607-6909 The Defense Information Systems Agency
intends to acquire a Video Cataloging System (VCS) in support of the
Visual Recording Facility (VRF) second phase. This system will consist
of hardware and software sufficient to catalog and encode two video
sources simultaneously. The video source will catalog and the metadata
index (Information that describes the video and audio information
contained in the source) will be written to files and Web pages on the
VRF Storage Area Network (SAN). It is also desired that the system be
capable of storing the index in a database for possible future
requirements. The system will index the input source and extract the
following information: Closed-caption text; Timecode (station time,
SMPTE, for example); Keyframes (pans, zooms, significant scene
changes); Type of audio (speech, music, silence, etc.); Identify of the
speaker; and Keywords from audio track. At the same time that the video
source is being cataloged, it will be encoded into both Real Video and
MPEG -- 1 or MP EG -2 formats and stored on the VRF SAN. After the
video sources have been cataloged and encoded, users of the system will
search for desired video assets using a Web browser interface. The user
will specify search criteria such as keywords, times, or dates to find
a particular asset. Once the asset has been located, the user can view
the video in low or high-resolution formats. The Statement of Work
(SOW) entitled Video Cataloging System for The Visual Recording
Facility "Mass Storage Acquisition" Phase II -- January 2000 is posted

this site as the mandatory means of obtaining the Statement of Work.
Interested parties submitting a proposal should respond within 20 days
