The Department of the Treasury, Internal Revenue Service (IRS), intends
to negotiate on a sole source basis with Periphonics Corporation, 4000
Memorial Highway, Bohemia, NY 11716 for maintenance support services.
This procurement shall be conducted using other than full and open
competition in accordance with FAR 6.302-1. The FAR references
contained in this special notice are available in their full text at
the following URL: http://www.arnet.gov/far. The period of performance
is one base year (October 1, 2000 through September 30, 2001) with
four (4) unilateral twelve (12) month options. The proposed Contractor,
Periphonics, is presently providing maintenance support services under
the TeleFile contract awarded in 1995 for the Periphonics
VPS/Interactive Voice Response (IVR) system currently used in IRS_s
TeleFile System. This contract is for support of the IRS_s TeleFile
Integrated Voice Response System (IVRS). The TeleFile IVRS includes the
Voice Processing System (VPS/is), the Program Development System (PDS),
and the Centralized Network Management System (CNMS). Contractor
provided support shall include maintenance of hardware; maintenance of
the system software; installation of government furnished software and
voice recordings; systems testing; general technical and consulting
support; provision of documentation; training; system problem
identification; and relocation (preparation, de-installation,
transportation, and re-installation of system). The VPS/is II IVR
system integrates computer telephony technology into the IRS TeleFile
system to allow taxpayers to file their tax returns using a touch-tone
telephone. Periphonics supplies and maintains the VPS/is II IVR
equipment, voice response network administrator stations (Periview),
and the software that runs on this equipment. Periphonics is the
designer of the proprietary system software and proprietary hardware
add-ons for the VPS/is II IVR system, possessing the sole rights to the
embedded software and hardware add-ons. Since Periphonics
retainsproprietary rights over the equipment and system software,
authorization from Periphonics to perform maintenance is required.
Periphonics is the only firm that has the detailed technical knowledge
and expertise of the operating system software and language statements
and hardware required to maintain and upgrade the IVR system. The
TeleFile systems are installed at the following sites: Cincinnati
Service Center; 201 W. River Center Blvd.; Covington, KY 41019;
Tennessee Computing Center; 5333 Getwell Rd., Memphis, TN 38118; Ogden
Service Center; 1160 W. 1200 South Street; Ogden, UT 84409; New
Carrollton National Office, 5000 Ellin Road, Lanham, Maryland 20706.
The support services provided by Periphonics include (1) Maintenance,
modification, and upgrades to existing VPS/is II systems and network
administration workstations, including hardware and operating system
software such as the vtcpd deamon and Vengine to support execution of
the IVR applications as well as interaction with the IRS host computer;
(2) Maintenance of existing TeleFile applications; (3) Maintenance of
applications newly developed by IRS developers; (4) Replace, upgrade,
enhance, and maintain hardware and operating system software as
required to maintain acceptable level of performance and support
continued business needs in TeleFile operations. Periphonics maintains
sole rights to the add-on hardware components and the Application
Software Environment (ASE) and Voice Operating Services. No other
vendor has the rights to modify or upgrade or maintain these hardware
and software components. The TeleFile applications will only execute on
the Periphonics_ VPS/is II platforms using the Application Services
Environment (ASE) and Voice Operating Software (VOS). The Telefile
applications are not portable to any other vendor_s platform because of
the their dependence upon of these system software modules. The
Reporting generating and monitoring tools (PeriView) are Periphonics_
proprietary software modules, as well. Since Periphonics retains
proprietary rights over the equipment and system software,
authorization from Periphonics to perform maintenance is required.
Interested respondents must submit a written capability statement
including technical information sufficient to demonstrate a bona fide
capability to meet this requirement to the identified point of contact,
within 45 days of this publication. Qualification/capabilities must
reflect a bona fide ability to support, maintain, upgrade, enhance,
integrate, and test VPS/is II systems (hardware and system and
applications software) in TeleFile operations that is based on detailed
technical knowledge of, and experience with, the hardware, software
internals, integration, and functionality of the systems. This should
include (1) Supporting a production environment, including identifying
problems and replacing malfunctioning hardware and software (2)
Modifying, enhancing, upgrading, integrating and validating VPS/is II
hardware and system software. (3) Integrating and validating newly
developed IVR applications with the VPS/is hardware and software. (4)
Authorization from Periphonics to perform maintenance. (5) CMM Level II
certification is required for the operating system software. Submitted
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct the procurement for computer
support services on a competitive basis. Responses received after the
45 days or without the required information will be considered
non-responsive to the synopsis and will not be considered. A
determination by the Government to not compete the proposed computer
support services on a full and open competitive basis, based on upon
responses to this notice is solely within the discretion of the
Government. No solicitation document exists and request for such
documentation will be considered non-responsive. Oral communications
are not acceptable in response to this notice. If no affirmative
responses are received within this time to determine that a source to
the Government is available, negotiation of the computer support
services will be conducted with Periphonics on a sole source basis. The
