a Department of Defense and Department of Veterans Affairs joint
contracting initiative for a Pharmaceutical Returns Management Program.
The purpose of this initiative is to establish a national contract with
a reverse distributor capable of assisting DoD and VA facilities
throughout the Continental United States and U.S. military facilities
overseas in achieving maximum credit return, while remaining in
compliance with all applicable regulations related to hazardous waste
handling. The Government will award the contract to the offeror who is
the best overall value on the basis of its offer and its capability to
perform the work. The Government will base its source selection
decision on two factors -- the relative merits of the competing offers
and the relative capabilities of the competing offerors. In deciding
the best-value, the Government will place more importance on capability
than on price/fee. After the submission of offers and written
capability information, each offeror will be requested to make an oral
presentation to the Government's source selection evaluation team at
DSCP. The contracting officer will schedule the oral presentations and
notify each offeror of the scheduled date and time of its presentation
within ten days of the receipt of offers. The resulting indefinite
quantity contract will be in effect for one year with an option to
extend the term of the contract for four additional one-year option
periods. Note: All offerors are reminded that a prospective awardee
must be registered in the CCR database prior to award. Lack of
registration in the CCR database will make an offeror ineligible for
