Standards and Technology (NIST) Automated Production Technology
division (APTD) has an on-going program to develop measurement methods,
standards, process models and reference data that support the
production of optical components, microelectronics substrates, and
ultra-precision mechanical components. The purpose of the work
described here is to provide technical expertise in support of this
program in the areas of: optical polishing techniques, specifically
including the production of optimized silicon wafers for use as test
artifacts in wafer thickness testing; sub-surface damage analysis;
optical design and analysis; Interferometric and related test methods
for optical components; test uncertainty analysis; aspheric optics test
methods; low damage lapping methods for brittle materials; and
development of models of lapping and polishing processes. The Period of
Performance is a base period of one year with four additional one- year
option periods. F.O.B. Destination, Gaithersburg, Maryland. The
Government estimate of the labor required for this support is one
man-year per contract year. Evaluation factors shall include the
following: 1) demonstrated hands-on experience in the operation of the
Flatmaster interferometer and the Rapidly Renewable lap, 2)
demonstrated expertise in stitching sub-aperature optical test data, 3)
demonstrated experience in large and small optical shops, academic and
government optical manufacturing and test labs, 4) demonstrated
ability to fabricate and develop optical test methods for optical
components and semi-conductor substrates through publications or
patents, and 5) demonstrated experience in working with national and
international standards organizations in optics. The contractor shall
also be evaluated on past performance, quality, and timeliness in
completion of similar or related requirements. The proposed contract is
a 100% small business set-aside for Small Business concerns whose
average annual receipts of the concern and its affiliates for its
preceding three fiscal years must not exceed $5M.. The SIC Code is
