The NPOESS Integrated Program Office (IPO) requires expert R&D services from Dr. Ted Engman in the field of applied R&D, under product and service code AJ34. According to the Federal Acquisition Regulation (FAR), at Subpart 6.302-1(b), only one responsible source and no other supplies or services will satisfy agency requirements; Citation Number 41 U.S.C. 253(c)(1). The NPOESS IPO has contracts to develop algorithms and preliminary designs for the CMIS sensor's data products. The risks to the Government are high on the development and characterization of the CMIS models. The NPOESS/IPO will rely on Dr. Engman's expertise to illuminate risk areas for the Government, and propose potential methods of mitigating those risks before the sensor is integrated onto the payload platform. Dr. Engman has recent and direct experience with the NPOESS soil moisture algorithms, as well as specifically applicable background, education and experience in the fields, that uniquely qualify him to provide expert services in hydrology and risk mitigation for this CMIS project.
