Agency (DISA) intends to issue a competitive solicitation for the
acquisition of support to the DISA -- Information Transport Engineering
Support Organization (DISA/ITESO). The work to be performed will
consist of the following tasks areas: (1) Commander-in-Chief (CINC) and
National Airborne Operations Center (NAOC) Staff Assessment Visit (SAV)
Support (defined effort); (2) National Military Command Center (NMCC)
Operations Team SAV Support (defined task order effort); and, (3)
Nuclear Command and Control Procedures Development (undefined task
order effort). Contractor support will significantly contribute to
maintaining and improving the high state of readiness and flexibility
of the National Military Command System (NMCS), Nuclear Command and
Control (C2) capability. This requirement will be competed as a 100%
Small Business Set-Aside. The size standard associated is SIC Code
4899, with a small business size standard of $11 million. A single
cost-plus-fixed-fee contract, with optional task order effort, will be
awarded. The contract effort described within the SOW is for an
initial performance period of contract award through 08 May 01 and may
be extended, by suitable Government modification to the contract, to
a total contract term not to exceed five (5) calendar years. Offerors
will be evaluated on the basis of their record of past performance,
experience, technical/program management/personnel capabilities and
proposed cost. With regard to relationships between contractors, the
same subcontractors shall not be proposed by multiple prime
contractors, nor be a prime contractor and a subcontractor on different
teams. As a minimum, Contractor personnel must possess a TOP SECRET
security clearance and all work in the SOW will require the position
sensitivity designation of ADP-I or Critical Sensitive. Interested
parties must have a facility capable of storing TOP SECRET information.
Due to the amount of direct coordination necessary, often on a daily
basis, the contractormust be located within the Metropolitan DC area.

Arlington, VA, 5th Floor, for the purpose of making available for
review, by prospective offerors, such data as deemed appropriate by the
Government. All documents are primarily classified. Prospective
