DISMANTLEMENT AND REPACKAGING FOR DISPOSAL OF CONTAMINATED GLOVE BOXES

issues this Request for Information (RFI) from firms with the
capability and interest in providing centralized glove box
decontamination and waste packaging services for the DOE complex. There
are currently several thousand contaminated glove boxes at various DOE
sites that require removal and disposal prior to facility
dismantlement or site closure. These glove boxes vary greatly in size,
degree of contamination, and construction. The envisioned services to
be provided through this centralized concept are in addition or are
alternatives to current on-site glove box decontamination and disposal
activities. Centralized services could be regional or local to
selected DOE installations depending on the site specific conditions;
physical, radiological and material characteristics of the boxes; and
the transportation requirements for and licenses required of potential
firms. However, the services should be capable of accommodating
multiple small generators and sites. Through such a centralized
approach, the Department will consider alternatives with the Government
or the contractor providing waste disposal of the final waste forms.
Current on-site DOE contractors will remove boxes from facilities and
place them into the treatment contractors' shipment containers for
transport to the glove box treatment facility for treatment and
ultimate disposal. All information the private sector can provide
regarding: (1) their interest in the above-described decontamination
and disposal services; (2) their capabilities, licenses and experience
to undertake some or all of these activities; and (3) their
recommendations to streamline the glove box decontamination and
disposal process, maximize cost effectiveness, and the privatization of
all or some of these activities is requested. The Government will
provide whole glove boxes or sealed sections of glove boxes at the DOE
sites to the contractor subject to shipping container specifications
for the requested services. Transportation services from the Government
facilities to the contractors' facilities should be considered as part
of the base level of effort. Although the Government has not
determined the basis on which these services can be procured, the
Department is particularly interested in submittals/proposals which
might lead to the decontamination and disposal of glove boxes on a
fixed unit price basis. The contractor will construct, operate, and
assume all liability for removal and closure of their facilities and be
responsible for all environmental impacts during the performance of the
contract(s). The contractor will obtain all necessary commercial
licenses for operation of their facilities, including NRC licenses.
This RFI is issued pursuant to FAR Part 15.201; therefore, responses to
this notice are not offers and cannot be accepted by the Government to
form a binding contract. Each RFI submittal should consist of an
original and three photocopies. The original of the RFI shall contain
all documents that bear original signatures. DOE is under no obligation
to pay for any costs associated with the preparation or submission of
RFIs submitted in response to this notice. DOE reserves the right to
respond or not respond to any portion, all, or none of the RFIs
submitted in response to this notice. Input to this Request for
