Program Support Center, Division of Acquisition Management intends to
award a sole source simplified acquisition to the American Bar
Association (ABA), Fund for Justice and Education to plan and
coordinate a 16-city community forum event campaign in support of the
Substance Abuse and Mental Health Services Administration's (SAMHSA)
"National Alcohol and Drug Addiction Recovery Month 2000." Recovery
Month 2000 is a month long celebration that recognizes individuals who
have undergone successful substance abuse treatment and individuals in
the field who have dedicated their lives to helping people in need. The
month-long celebration educates policy makers, federal, state and local
government entities, business leaders, substance abuse providers and
the general public about substance abuse as a national public health
problem affecting millions of people and the critical role substance
abuse treatment plays in reclaiming lives ravaged by alcohol and drug
addictions. Special consideration and emphasis is required in the
coordination of the Community Forum Events to promote the interests of
special emphasis groups and minorities. These groups include, African
American, Asian Pacific Islander, Hispanic, Native American, older
Americans, adolescents and youth, and the disabled community. The
celebration will be held throughout the month of September. The 16
cities where events will be held are: Cincinnati, Baltimore, Tampa,
Austin, Phoenix, Memphis, Denver, Detroit, Tulsa, Chicago, San
Francisco, Atlanta, Minneapolis, Washington, D.C., Boston, and
Louisville. The Contractor shall perform the following key activities
in support of Recovery Month 2000: 1) plan and coordinate forum events
that discuss drug abuse and addiction issues; 2)identify principals in
each city from the juvenile and family court system, drug abuse
treatment professionals, government officials, collaborating
organizations, and other interested parties in each city to participate
in community forum events; 3)develop publicity for forum events by
contacting the media in each community; 4) ensure the participation of
targeted audiences; 5) invite participants and confirm participation;
6) provide on-going recognition to SAMHSA as a sponsor of community
forum events; 7) establish a link to on-line, web-based outlets and
coordinate "chat" events linked to community forum events; 8)cultivate
and establish targeted outreach to minority communities; 9)ensure the
involvement of ABA leadership in the September kick-off for the
celebration; and 10) provide executive summaries for each community
forum event. This is not a request for competitive proposals. The
American Bar Association, Fund for Justice and Education is the only
organization qualified to provide the continuing support needed. Award
will be made using simplified acquisition procedures in accordance
with FAR 13.106- 1(b). No solicitation is available. Interested persons
may submit capability statements within 15 days of the publication date
of this notice. All timely responses will be considered, however, a
determination by the Government not to compete this requirement based
upon responses to this notice is solely within the discretion of the
