The District of Columbia is seeking a Contractor to provide a needs assessment, installation, training, and continued support of a financial software application package known as a "Treasury Workstation". The Office of Finance & Treasury (OFT) intends to integrate the daily treasury activities and to centralize the process of its functions through the use of an automated computer system. OFT needs an integrated system with modules that will interface with the current financial management and bank systems, perform on-line treasury functions, and generate standard and ad hoc reports. The modules required are for cash management, investment management, cash positioning, cash flow forecasting and transaction reconciliation. System will possess the following features/capabilities: Novell and Windows 95/98, compatible, Integration with "Treasury Workstation" and/or financial reporting system (SOAR), Single-user and client/server version availability, Integrated Modules with the ability to move between module while still active allowing transfer of critical data between applications. The Contractor will conduct a "needs assessment" interview which entails: (1) an evaluation of our current system(s); (2) providing a list of potential options for developing a Treasury Workstation; and (3) conduct a presentation that will deliver recommendations and findings.
