The Fortech product can be applied directly to the necessary Western Data bases and will allow the performance of essential programming. The source code is required for our requirements. Alternatives to the Fortech Software may be considered with written response and must be accompanied by clear and convincing evidence that comparable item(s) is/are available, and it is more advantageous to the government than to award to Fortech.
