The following is a clarification of questions received: Question: Statement of Work, Paragraph II, A, 1: Can you please define what type of software subscription you are looking for? Is the contractor required to provide a copy of the new program any time the manufacturer upgrades their product line? Is your request for fixes to existing software as the manufacturer corrects them? Or, are you requesting to upgrade to the next software product. Answer: We are looking for full service meaning that we want every update, patch, and new version as it is released. Question: Statement of Work, Paragraph II, A, 3: Are the costs of materials and parts included in the price quote for the regularly scheduled maintenance? Are parts reimbursable? Are parts used during the 40 additional (emergency or requested work) hours reimbursable? Answer: Minimal parts should be included in the cost of providing regularly scheduled maintenance. Major costs (new actuators, etc.) would be reimbursed. Question: Statement of Work, Paragraph II, A, 4: How does this requirement differ from paragraph number 3? Are you asking for an hourly rate for repairs once we exceed the 40 hour threshold? Are there any systems or parts under warranty at the time this contract takes affect? Answer: This part covers repair services over the 40 hours per year covered in paragraph number 3. Offerors are requested to provide us with their hourly rate. (Note: With previous contracts we have rarely gone over the 40 hours per year.) There are no systems or parts under warranty at this time. Question: Statement of Work, Paragraph II, A, 5: Is this paragraph redundant of paragraphs 3 and 4? Answer: Clarified through re-wording in Paragraph A, 2 below. 2. Please note in the following section the correct spelling for the Silent Knight system. Also, this was listed a fire alarm system. It is not. It is an equipment monitoring system just like the Metasys system. 3. Replace the current language in the Statement of Work, Paragraph II, A with the following (changes are annotated in italics): II. WORK REQUIREMENTS A. Technical Requirements: (Contractor must be able to perform the following); 1. Provide software subscription service for the Metasys System. 2. Provide monitoring service for Metasys System and Silent Knight Systems. The Silent Knight Systems are monitored through the Metasys System at Gabrielson Lab. 3. Provide regular monthly scheduled services of Metasys and Silent Knight Systems to include: a. Cost of scheduled service labor (includes 40hrs labor yearly) b. Cost of scheduled service material 4. Provide repair services of Metasys and Silent Knight Systems over the 40hrs shown above to include: a. Cost of repair labor " Offerors are requested to provide us with their hourly rate. b. Cost of minimal repair material under warranty (major parts [such as new actuators, etc.] will be reimbursed) 5. Provide Automation service to Gabrielson Lab. This means the connection between the Metasys System in Gabrielson Lab and the Silent Knight Systems in various other buildings. 6. Provide monitoring service for six (6) Silent Knight Systems to include the following buildings. (Building #108 contains two Silent Knight Systems.) a. Service Bldg. (109) d. Vet Hosp. (136) b. South Tract (167) e. Stickle Lab (108) c. Colburn Bldg. (153) 4. The due date for receipt of bids has been extended to close of business on March 22, 2000. This project will not be accessible via the Internet; therefore, all bids must be mailed or faxed to the Contracting Officer, Ms. Heather R. Williams, at 703/648-7359 or 703/648-7901. 5. Offerors are reminded to submit their references of previous work history with/on Johnson Controls brand equipment and/or software with their bid. Also, bids must be returned with the blanks completed in FAR Clauses 52.212-03 and 52.000S-5005, and their DUNS number entered in the block with their name and address on the cover page of their offer.
