Engineering/technical services are required to prepare a SCTIS training package to include training on the Ephemeris Propagator software designed by ITT Industries, as well as to obtain motherboards and hard drives that are functionally compatible with SCTIS subsystems. The Ephemeris Propagator software predicts the orbital position of a DSCS-III satellite based on station location and satellite ephemeris (positioning) data. The software, already designed by ITT Industries, uses an approximation of an orbit with nearly geostationary characteristics. Prior in-depth knowledge and expertise with the software and the SCTIS subsystem, as well as data proprietary to ITT Industries is required. Contractor is required to possess a minimum Government Security Clearance of Secret. This is a sole source requirement to ITT Industries 441 E. Moffett Park Drive Sunnyvale CA 94089-1117 for Ephemeris training on software previously developed by ITT Industries, as well as motherboards and hard drives that will integrate properly with the SCTIS chassis that has already been fielded. The U.S. Government does not have detailed design data, manufacturing drawings, material or process specifications or firm interface documents which would allow any source other than ITT Industries to effect this training package, or to ensure the functionality of the hardware with the SCTIS subsystem which is proprietary to ITT Industries.
