The United States Agency for International Development/Zimbabwe (USAID/Z) office in Harare, Zimbabwe is soliciting offers from responsible entities to implement the USAID/Z Economic Opportunity Special Objective, which is to increase access of disadvantaged groups to economic opportunities that will quantitatively improve their lives and livelihoods. Offerors will propose a detailed design and implementation plan consistent with Zimbabwe's changing socio-economic and political conditions, to achieve the Economic Opportunity Special Objective, it's two intermediate results and the HIV/AIDS special program focus area as described in the above noted solicitation. Contract award will be made in a two-stage process: the first stage requiring a conceptual design and implementation proposal, while the second stage seeks a detailed design and implementation proposal. The offeror submitting the second-stage detailed design and implementation proposal which offers the best value in achieving the Economic Opportunity SpO, IRs, and the HIV/AIDS SPFA, will be awarded a five-year performance based/completion, cost-plus-fixed-fee (CPFF) contract to implement its detailed design. The RFP will be issued o/a 15 days from the date of this notice and first-stage conceptual proposals will be due approximately 42 days thereafter. The preferred method of distribution of USAID procurement information is via the Internet or by request of a solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2 format).
