to obtain contractor advisory and assistance services for one Base Year
and four Option Years. These services will include providing technical
and policy advice to the Bureau of Reclamation's Lower Colorado Region
Regional Director and his immediate staff on a wide variety of water
issues. The contractor will serve as the Regional Director's counsel
and technical expert on activities and issues related to Colorado River
Law, Indian Water Rights, Water Treaties with Mexico, Water Resources
Management Policies and Criteria of the Department of the Interior, and
water marketing transactions. The contractor will accompany the
Regional Director and his immediate staff to meetings, and will
participate in discussions and negotiations pertaining to the
water-related activities and issues under the Regional Director's
purview. Meetings may be held with power users and water districts,
state and local government officials, other federal agencies, tribal
representatives, non-governmental organizations, and interested groups
and individuals. The standard industrial classification code for this
project is 8742 and the small business size standard is $5.0 million
average annual receipts for an offeror's preceding 3 fiscal years. This
solicitation is unrestricted (that is, full and open competition). We
will consider all offers submitted by responsible sources. We will
issue a Request for Proposals in the form of a solicitation which will
include a description of the work requirements, instructions to
offerors, and required certifications. We estimate that we will issue
the solicitation on April 14, 2000. Currently, we anticipate that the
due date for the receipt of proposals will be May 15, 2000. No
documents will be available until the solicitation is issued. There is
no charge for one hard copy of the solicitation. After we issue the
solicitation, you may obtain a copy of it in one of three ways: (1) Via
