The United State Department of Labor supportive of the President's Committee on Employment of People with Disabilities has a requirement for contractor support services for the President's Committee's Employment Assistance Referral Network, (EARN). The purpose of this requirement is two fold: first; to support the acquisition of the necessary organizational and information structure which will provide the basis for the provision of the employer referral and technical assistance service, and second; the actual delivery of these services to employers. The contract to be awarded will be designed to require delivery of program development in two phases. Phase I is focused on the development of a comprehensive database which identifies the providers of employment placement assistance and include the information necessary for referral of employers as further specified. Phase II of this requirement provides for the maintenance of this data and the day to day delivery of the required services to the employer public as further specified.
