COMMERCE BUSINESS DAILY ISSUE OF MARCH 20,2000 PSA#256099 -- FACILITY MAINTENANCE FOR THE DETECTOR DEVELOPMENT LABORATORY
(DDL) This requirment was originally synposized on November 9, 1999
under submission number 399445. However, due to the amount of time that
has elapsed since the original synopsis was issued and a change in the
Period of Performance, NASA/GSFC is re-synopsizing this requirement.
<DESC>NASA/GSFC plans to issue a Request for Offer(RFO)in order
to acquire maintenance on various types of equipment supporting the DDL
located in Building 30, NASA/GSFC. The successful offeror shall provide
all necessary maintenance, labor, tools, parts, repair, test equipment
and documentation on the equipment contained in the DDL Semiconductor
Fabrication Facility within a cleanroom environment. The contract will
be a two year basic with a one year option for a total of three years.
The DDL is used for development of advanced semiconductor, super
conductor, and MEMS devices supporting NASA's scientific missions. The
building consist of three levels- the ground floor, upper level, and
mezzanine. The ground level contains the mechanical level. The upper
level contains the process area, which is a Class 10 clean room of
approximately 4,800 square feet. The clean room is vertical laminar
flow clean room with a raised floor. Surronding the Class 10 area are
service areas that are Class 10,000. The total clean room area is
approximately 6,800 square feet. The mezzanine is an air plenum
containing twelve primary air fans (PAF's) Exhaust fans are installed
on the roof. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. The SIC Code and Size Standard are
8744 and 5.0, respectively. The DPAS Rating for this procurement is
DO-9. The provisions and clauses in the RFO and model contract are
those in effect through FAC 97-14. All qualified responsible sources
may submit an offer which shall be considered by the agency. The
anticipated release date of the RFO is on or about June 16, 2000 with
an anticipated offer due date of on or about July 28, 2000. The
