COMMERCE BUSINESS DAILY ISSUE OF MARCH 20,2000 PSA#2560REQUEST FOR SOFTWARE TO POPULATE THE NATIONAL SOFTWARE LIBRARY The
Software Diagnostics and Conformance Testing Division (SDCT) of the
Information Technology Laboratory (ITL) at the National Institute of
Standards and Technology (NIST) is soliciting donations of pristine
(unused), "shrink-wrapped", commercial off-the shelf (COTS) software
from all software manufacturers to populate the National Software
Library (NSL). The NSL is a collaboration of local, state, federal, and
international law enforcement agencies being coordinated by NIST to
develop a repository and archive of original software and file
signatures for use in criminal investigations involving the use of
computers by suspected criminals. The NSL is a physical repository and
reference collection of software packages from manufacturers for
different operating systems and platforms, including all updated
versions. The software covers any automated application and operating
system used in information systems. Examples might include operating
systems, utilities, graphics image libraries, compilers, hardware
drivers, word processing programs, database management systems,
security packages, telecommunications packages, or any other standard
COTS software that might be used on a computer in an information
processing setting. NIST/ITL will be the controlling organization for
the repository of the software packages. File signatures and profiles
will be generated from these packages to populate a database. The
original software will not be included in the database; only the file
signatures. The database is for use in the examination of digital
evidence by local, state, federal and international law enforcement
organizations, and will be made available to those organizations. No
other use will be made of the software. Since the majority of current
computer evidence consists of information from DOS and Windows-based
software, the initial focus will be on all versions of DOS operating
systems and applications from DOS version 6.2.2 on, and all versions of
Windows operating systems and applications from Windows 3.1
on.Requirements also include Apple, Macintosh, Linux, Unix, and other
operating system software and applications. There should be no cost, or
minimal cost (i.e. shipping and handling) to the Government for
acquisition of software or data. If shipping and handling costs are
involved, please notify the NSL Project Office with the proposed
