for commercial items prepared in accordance with the format in Subpart
12.6 as supplemented with additional information included with this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
(ii)Solicitation F02601-00-R0016 is being issued as a Request for
Proposal. (iii) This solicitation incorporates clauses and provisions
in effect through the Federal Acquisition Circular 97-15. (iv) This
requirement is being synopsized as a small business set-aside under
standard industrial classification code 8299, size standard $5.0
million. The Service Contract Act of 1965 applies to this acquisition.
(v) Line Item 0001: Provide all management, labor, supplies, and
material required by the Description of Services below, to provide
Aircraft Coating Environmental Training at Davis-Monthan AFB, AZ
(vi)Description of Services for AIRCRAFT COATINGS ENVIRONMENTAL
TRAINING 1.0 GENERAL: Environmental regulations having an impact on
surface coating operations are becoming increasingly more stringent and
complex. With the recent passage of National Emission Standards for
Hazardous Air Pollutants for the Aerospace Industry (Aerospace
NESHAPs), painters are now faced with increased recordkeeping and
pollution reduction requirements. In an effort to improve environmental
compliance and pollution prevention, DM is soliciting for a 4-day
training class, to be taught at Davis-Monthan Air Force Base located in
Tucson, Arizona, from the 25-28 April, 2000, specific to environmental
issues affecting aircraft surface coating operations as outlined
below. The course will be geared toward painters and will cover such
topics as recordkeeping requirements, an overview of the Aerospace
NESHAPs and air regulations, and hands-on training on techniques to
reduce hazardous material use, hazardous waste generation, and air
pollution at painting facilities. 2.0 KNOWLEDGE REQUIREMENTS: The
subject matter of this course requires that the contractor have an
intimate knowledge of environmental regulations specific to surface
coating operations and the aerospace industry as well as an intimate
knowledge concerning the proper use and application of surface coating
materials and equipment to achieve reductions in air emissions and
hazardous material use. The contractor must be experienced in the use
and operation of the following types of paint spray gun systems:
electrostatic, high volume-low pressure (HVLP), conventional air
atomizing, air assisted-airless. Ultimately, the contractor must be
able to teach and successfully impart both the seriousness of
environmental compliance regulations and the technical knowledge to
improve painting performance. A record of past performance, references,
trainers_ education, and course agenda is essential in determining the
proposed vendor_s qualifications. 3.0 TRAINING AGENDA: This section
will present a general overview of topics to be covered as part of this
training course and represents the minimum course content. Academic
training will be provided for 30 students with hands-on painting for
6-8 students. Contractor will provide a video tape of the training to
critique students_ procedures. 3.1 Overview of Paints and Coatings:
This section of the course should provide participants with an
understanding of why paints and other coatings cause air pollution and
is to include an overview of 1) ingredients found in coatings; 2)
solvents, diluents, and thinners used in coating products and
operations; 3) curing mechanisms for coatings and; 4) VOC, HAP, and ODC
definitions and associated calculations for determining VOC content.
3.2 Environmental Regulations for Aerospace and Surface Coating
Operations: This section should provide participants with an overview
of air quality regulations impacting the Aerospace industry (Aerospace
NESHAPs) and surface coating operations including Clean Air Act (CAA)
recordkeeping requirements and the Title V Air Permit program.
Participants should develop an understanding of what to expect from an
air quality inspection conducted by a regulatory agency. 3.3 Overview
of Spray Application Equipment: This section should provide
participants with an understanding of the operation of paint spray
equipment and the concept of transfer efficiency. Participants should
develop an understanding of the following types of equipment at a
minimum: air atomized, air assisted airless, electrostatic, HVLP, and
paint booth operation. 3.4 Hands-on Training in Maximizing Transfer
Efficiency: This section requires actual hands-on training for 6 to 8
students (preferably novice painters) that will demonstrate the use of
paint spray equipment to maximize transfer efficiency. Painters should
develop an understanding of spray gun settings and application
techniques which will minimize paint overspray thus, reducing hazardous
material use and air emissions. 3.5 Additional training on paint booth
operation and optimization to include measurement of pressure drops
across filter, air turbulence and velocity associated with the painting
facility. 4.0 DELIVERABLES: a. Prior to course start, a workbook for
each student that includes quizzes, course summary, and additional
information pertinent to the coatings industry. A sample workbook shall
be provided for Government approval no later than 14 days prior to
course start. b. Upon completion of the course: a report which details
the performance of each painter before and after class. This report
will include environmental benefits and potential cost savings. Edited
video tapes of the painter hands-on training before and after
training. 5.0 GOVERNMENT FURNISHED ITEMS: Academic training will be
conducted at a facility on DMAFB (to be determined). The Government
will furnish audiovisual equipment necessary to conduct training
including TV/VCR, and slide and overhead projectors. Hands on training
will be conducted at the 355 EMS/LGMFS aircraft painting facility
(Bldg 5255) located at DMAFB. The Government will furnish all spray
painting equipment and materials necessary to conduct hands-on training
including steel panels, guns, rags, and paint. Preparation of training
materials such as overheads, handouts, and technical papers is the
responsibility of the contractor. 6.0 Proposals shall contain the
following: -- Firm fixed price, to include all course expenses -- Past
performance information to include references -- Education of
trainer_certifications/degrees/experience, etc. -- Sample agenda (vii)

EVALUATION: Award will be made to the contractor whose proposal,
considering qualifications and price, result in the best value to the
Government. Qualifications are significantly more important than price.
