Contracts Department, (904) 542-5571 1. The contractor shall provide
all labor, material, equipment, and supervison required to construct a
single story addoition (approx. 10,500 SF) with steel frame, precast
concrete and masonry walls, and cast-in-place concrete foundations and
slab on grade. A freestanding aluminum canopy and walkway cover shall
be provided. Interior construction consists of gypsum board, veneer
plaster, and metal stud partitions, acoustical lay-in tile and gypsum
board ceilings, and floors of resilient tile, ceramic tile, and carpet.
Electrical, telephone, fire alarm, automatic fire protection, water,
storm sewer, sanitary sewer, and HVAC. Site improvements include paved
parking areas, driveways, concrete curb and gutter, sidewalks, and
landscaping. Alterations consist of removal of existing partitions,
doors, flooring, and ceilings, and construction of new gypsum board and
metal stud partitions, acoustical tile lay-in ceilings, resilient
flooring, and the provision of new medical and dental equipment. The
work also includes alterations to existing electrical, fire alarm,
communication, plumbing, fire protection, and HVAC. Additional building
wide alterations to HVAC, fire protection, nurse call systems. The area
of alterations is approximately 12,500 SF. The SIC Code is 1542,
General Contractors -- Nonresidential Buildings, Other than Industrial
Buildings and Warehouses. The size standard is $17,000,000.00. The
estimated cost range is between $1,000,000.00 and $5,000,000.00. The
estimated time for completion is 552 calendar days. 2. A pre-posal site
visit is scheduled for Friday, 31 March 2000 at 1:00 p.m. local time,
Contractors shall meet at the NAVFAC Regional Acquisition Office,
Building 13, NAS JAX Main Gate (corner or Yorktown and U.S. 17
(Roosevelt), Jacksonville, FL. The government will award a contract
resulting from this soliciation to the responsible offeror whose
proposal conforming to the solicitation will be the Best Value to the
Government, price and technical factors considered. Technical factors
to beaddressed are: Past Performance, Small Business Subcontracting
Effort (applies to small and large businesses); Construction Schedule;
and Technical Qualifications. All technical factors are considered of
equal importance. Price proposals will be totak evaluated price, which
will be the base price plu option. The technical factors and total
evaluated price are od equal significance. Offereors are advised that
the Government intends ti evaluate proposals and award to the firm
offering the Best Value proposal without discussion or any contact
concerning the proposal received. Therefore, offerors are requested to
propose their most favorable price and technical terms. Offereors
should not assume that they will be contacted or afforded an
opportunity to qualify, discuss, or revise their proposals. However,
the Government reserves the right to clarify certain aspects of the
proposals or conduct discussions providing an opportunity for the
offeror to revised their proposal. 3. Plans and specifications will be
availabe as an electronic solicitation. No paper copies will be
available. Potential offerors and plan rooms must register on the
WEB-Site. The entire solicitation, including drawings, will be
available for viewing and downloading at http://esol.navfac.navy.mil.
The download time may be excessive. THe official plan holder's list
will be maintained and can be printed from the WEB-Site. Amendments
will be posted on the WEB-SIte for downloading. All requests on the
WEB-Site must include (1) complete solicitation number and project
title, and (2) company name, point of contact, address, telephone
number, and e-mail addres for the registering company. IT IS THE
OFFEROR'S RESPONSIBILITY TO CHECK THE WEB-SITE PERIODICALLY FOR
AMENDMENTS TO THIS SOLICITATION. ONLY THOSE WHO HAVE REGISTERED ON THE
WEB-SITE WILL BE NOTIFIED IF ANY AMENDMENTS ARE ISSUED. All inquiries
