NASA/JSC plans to issue a Request for Quotation (RFQ) for 100 Q-100
neodymium glass laser rods, 9 percent neodynium doping in accordance
with the attached Statement of Work and Specifications. These laser
rods are to be used in the pyrotechnic laser firing units on the X-38
project vehicle V-201, which is scheduled to fly as a space shuttle
payload in 2002. The pyrotechnic system controls critical vehicle
events such as deorbit module separation and parachute deployment. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/JSC intends to purchase these items from the
manufacturer, Kigre, Inc. This specific Q-100 solid state laser rod has
been used on, and is currently flight qualified for the X-38 V-131 and
V-132 vehicles. As such, these rods have already been demonstrated to
perform in the X-38 test environment. Therefore, it is in the best
interest of the Government to purchase the same laser rod to be used
for the flight vehicle and subsequent testing. Kigre, Inc., is the only
known qualified source. In accordance with FAR 6.302-1 and U.S.C.
2304(c)(1), a Justification for Other than Full and Open Competition
stating a unique source is being prepared. Technical questions should
be directed to the Technical Monitor for this procurement, Charles W.
Dingell, Jr. (281) 244-1286. The Government intends to acquire a
commercial item using FAR Part 12. Interested firms may submit their
capabilities and qualifications to perform the effort in writing to the
identified point of contact not later than 4:30 p.m. local time on
March 24, 2000. Such qualifications/capabilities will be used solely
for the purpose of determining whether or not to conduct this
procurement on a competitive basis. A determination by the Government
to not compete this proposed effort on a full and open competitive
basis, based upon responses to this notice is solely within the
discretion of the Government. Oral communications are not acceptable in
response to this notice. All responsible sources may submit an offer
which shall be considered by the agency. An Ombudsman has been
