This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The information required by FAR Subpart 12.6 is included in the on-line RFQ linked above or it may be accessed at http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin= . NASA/MSFC plans to acquire 1 each; LEICA DM IRM HC V S 100 Inverted Microscope with capability of up to 1000X magnification. This item is needed to identify microcracking in composite laminate as part of a damage tolerance program critical to NASA's Space Transportation Directorate program abjectives. The equipment must be compatable with existing hardware. NASA/MSFC intends to purchase this item from Vashaw Scientific Inc. for the requested microscope. Interested organizations may submit their capabilities to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 27, 2000. Such capabilities/ qualifications will be evaluated solely for the purpose of deterining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government.
