Contracts Office, Contract@nist.gov. The U.S. Department of Commerce,
National Institute of Standards and Technology (NIST), has a
requirement for a Dielectric Thermal Analysis System. The Dielectric
Thermal Analysis System is required to meet the following
specifications: Hardware Requirements (Temperature Control System): (1)
The temperature control system is required to include a sample cell for
measurement of the dielectric properties of the sample films. (2) The
temperature control system is required to have a temperature range of
-160 C to +400 C with a 0.01 C temperature stability or better (4 loop
controller with PID and fuzzy logic algorithms). (3) The temperature
control system is required to include a 100 L dewar with vaporizer. (4)
The temperature control system is required to include a gas heating
module, cryostat, 2-stage vacuum pump, digital vacuum gauge, and the
complete set of vacuum lines and electrical cables. (5) A computer
interface for the temperature controller and the below-defined LCR
meters. Software Requirements: (1)The software is required to
simultaneously control the temperature control system and the following
pre-existing equipment consisting of 3 Hewlett-Packard LCR meters: the
HP4284A, the HP4285A, and the HP4291A meters. Complete automation is
required to be possible. (2) The software is required to be able to
plot the results of a dielectric analysis in the proper forms including
a complex plane Cole-Cole representation. It is the Government's intent
to negotiate with NOVOCONTROL America, Inc, 611 November Lane/Autumn
Woods, Willow Springs, NC 27592-7738, the only responsible source that
can satisfy the agency's requirements. Delivery is required 120 days
after receipt of order. The Government anticipates the award of a fixed
price purchase order. The proposed requirement is for equipment for
which the Government intends to solicit and negotiate with only one
source under authority of FAR 6.301-1. Interested persons may identify
their interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
quotation. However, the government will consider all proposals received
within five (5) days after date of publication of this synopsis. A
determination by the Government not to compete this proposed
requirement based upon responses to this notice is solely within the
discretion of the government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. A Request for Quotation (RFQ) package is not
