The USCG Civil Engineering Unit Cleveland is conducting a Market Survey to identify commercial contractors located near the Chesapeake Bay area, from Baltimore, MD to Portsmouth, VA who have the capability to deliver the supplies described below; and to receive proposals from those contractors on the most cost effective or efficient delivery method. This Market Survey is a request for information only, not a formal request for a priced proposal. No solicitation documents are available at this time. BACKGROUND: The U.S. Coast Guard uses steel pipe piles predominantly to construct and maintain several fixed aids to navigation (ATON's) in the Mid-Atlantic region. Typically, the Coast Guard purchases a single order of steel pipe piles annually. After this supply is exhausted, the Coast Guard field construction units are not able to procure more piles. This situation becomes critical if continued storm damage later in the year requires extensive repairs. Budget constraints make it unfeasible to order a surplus of steel pipe piles in the initial order. The Coast Guard anticipates a requirements-type contract for steel pipe piles that allows for issuance of more than one order during the year, should the need arise. Additionally, the contract should have two additional, 1-year options for continued steel pipe pile supply, with an Economic Price Adjustment (EPA) clause. PURPOSE: a) To understand steel manufacturing procedures, mill practices and schedules, and product shipping requirements. b) To receive proposals from those contractors on the most effective or efficient delivery method. DESCRIPTION OF SUPPLIES: Steel pipe piles shall conform to ASTM A252-93 with a wall thickness of 0.375 inches. Spiral welds are not acceptable. Piles shall be sandblast in accordance with SSPC SP10 (Near White Metal Blast) and the exterior of each pile painted with one coat (4 mil DFT) of black marine grade epoxy. LOCATION: Units located at Portsmouth, VA to Baltimore, MD. SCHEDULE: Deliveries are anticipated to begin in the fall of 2000 at the earliest. The Coast Guard anticipates issuance of its first Delivery Order for the following quantities and dimensions: 10 each, 12"ID, 50ft length; 35 each, 12"ID, 60ft length; 10 each, 18"OD, 50ft length; 30 each, 18"OD, 60ft length. Depending on approved funding levels and costs, it is estimated that annual ordering quantities may exceed 110% of the quantities anticipated for the first Delivery Order the Coast Guard will issue (see above). The Coast Guard will have a need for these supplies for several years, and a multiple year contract is expected. Orders shall be in quantities to fill one delivery truck (42000-45000 lbs). SPECIFIC SURVEY INFORMATION DESIRED: a) Proposals should briefly address pipe procurement procedures and delivery method requirements. b) Optimum times during the year to place orders. c) The feasibility of multiple orders during a single year. d) Best economic ordering quantity of steel pipe piles. e) Indicate if your firm is a Small or Large Business based on SIC Code 3317, and your firm's insight and experience working with the Economic Price Adjustment (EPA) clause, if applicable.
