U.S. Environmental Protection Agency (EPA) intends to negotia= te on a
sole source basis with ManTech Environmental Services Research
Corporat= ion for additional LOE of 9400 hours under Contract
68-C-99-138 for On-Site Tec= hnical Research Support Services for the
Subsurface Protection and Remediation= Division (SPRD) in Ada,
Oklahoma. In accordance with the authority of FAR 6.302= -1 as cited in
41 U.S.C. 253(c)(1), only one responsible source and no other =
supplies or services will satisfy agency requirements. Specific
services includ= e the following: analytical support; field technical
support; ground water ch= emistry research support; biotransformations
research support; ecosystem restor= ation protection research support
and scientific data processing and informat= ion management support.
Although other contractors may be able to perform = the required
services, only the current contractor can perform the services= without
unacceptable delays in fulfilling the Agency?s requirements and
substan= tial duplication of cost to the Government that would not be
recovered throu= gh competition. The Government expects to execute a
sole source modificat= ion to the current contract for an additional
9400 hours of effort through 9/= 30/00. The additional LOE provided
under this action will re-secure SPRD?s abi= lity to support
Congressionally mandated programs. Failure to take this action = would
result in negative consequences for EPA which include: (1) delayed
com= pletion or interruption of on-going technical support currently
being performed= under the contract; support which is relied upon by
many offices within the A= gency; (2) increased risk of human exposure
to contaminants due to delayed de= cisions which effect clean-up and
restoration activities impacting human health= and the environment; (3)
lost time and increased costs associated with the addi= tional effort
required a for new contractor to gain an equal level of familiar= ity
as that of the current contractor. A new contractor would lackManTech?s
= acquired knowledge, experience and familiarity with the contract
requirements, a= nd would be unable to provide continuity of work
already begun under current wor= k assignments. However, any party that
feels it is capable of meeting EP= A?s requirements may provide for
consideration documentation which demonstr= ates that it can assume the
incumbent?s role and perform the statement of work requirements. This
notice of intent is not a request for competitive p= roposals. However,
any proposal received within fifteen days after the electronic=
publication date of this synopsis will be considered by the
Government.= A determination by the Government not to compete this
proposed contract modification based upon responses to this notice is
solely within the d= iscretion of the Government. Information received
will normally be considered sol= ely for the purpose of determining
whether to conduct a competitive procurement= . This action is being
