The Naval Air Warfare Center Training Systems Division (NAWCTSD), U.S. Army Simulation, Training and Instrumentation Command (STRICOM), Air Force Agency for Modeling and Simulation (AFAMS), and the Marine Corps Program Office (MCPO), all of Orlando, FL, have comprehensive modeling, simulation, instrumentation and training systems responsibilities ranging from research and technology base development through systems acquisition and life cycle support. The missions of these organizations support a broad customer base, including all military services, DoD, and non-DoD organizations, and include the Live Fire Test and Training (LFT&T) program. This synopsis seeks the identification of potential Live Fire Test and Training projects covered by the NAWCTSD Broad Agency Announcement BAA NAWCTSD 96-1, previously synopsized. Specifically, Part III (Research Interests, Topic 2-E (Weapon Fire Simulation)), which includes joint service interest in alternative uses for simulation and synthetic environment technologies that can simultaneously benefit both military training and LFT&T, is emphasized. At present, the program includes eleven projects with a diversified range of topics. However, the program would like to see new projects with the following focus areas: (1) Modeling of Human Decision-Making Under Fire; (2) Distributed Mission Training; (3) Non Line-of-Sight Tactical Engagement; (4) Aviation Related Testing and Training; (5) Crew Safety and Survivability; and (6) Embedded Training. It is desired that maximum advantage be taken of existing university and industry research and engineering programs/facilities. NAWCTSD, STRICOM, AFAMS, and MCPO (on behalf of the Office of the Secretary of Defense (OSD), Deputy Director, Operational Test and Evaluation/Live Fire Test and Evaluation (OTE/LFT&E)) are actively seeking program initiatives in the LFT&T arena with any or all of the following characteristics: (1) applicability to both training and LFT&E; (2) training technology that has direct benefit to LFT&E; (3) LFT&E technology that has direct benefit to training; (4) evidence of direct collaboration between testing and training communities; (5) cross service/joint applicability; (6) timely transition/implementation of technology; (7) completion in less than two years, with three years being considered only in extreme cases; (8) resulting cost savings to training and/or LFT&E; and (9) transition of project to operational use. Each project paper must include (1) project description with sufficient detail to justify above characteristics; (2) description of specific products delivered; (3) government offices as project participants; (4) contractor offices as project participants; (5) milestones for product development/delivery within one or two years; (6) estimated cost for entire project (including follow-on funding requirements); (7) identified plan to transition project results to operational use; (8) project manager for implementation, if project is approved; (9) point of contact to provide information and answer further questions if necessary. The recommended four step sequence is: (1) telephone call to LFT&T technical point of contact (TPOC); (2) informal project paper; (3) proposal (if requested); and (4) contract award for selected projects. This sequence allows earliest determination of the potential for funding and avoids contractor and government time spent on efforts that may have little chance of being supported.
