Solicitation Website, http://www.ymp.gov/seb/. The U.S. Department of
Energy (DOE), Office of Civilian Radioactive Waste Management (OCRWM)
Program, is seeking a performance-based management and operating
(M&O)contract to plan, manage, and integrate all activities supporting
both unique and non-unique functions for the OCRWM Program in the most
cost effective manner. It is anticipated that the Request for Proposals
(RFP) will be available on the World Wide Web on or about March 29,
2000. In order to actively support the Government's initiative to
enhance the use of electronic commerce in the federal acquisition
process, the RFP will be available in both Adobe Acrobat PDF format and
Microsoft Word 97 format at the following URL address:
http://www.ymp.gov/seb/. This website will the official distribution
medium for this RFP, and interested offerors should frequently check
this website for amendments, notices, changes, or any other pertinent
information relating to this RFP. The closing date for receiving
proposals will be Thursday, June 8, 2000,at 4:30 P.M. Pacific Time. The
resulting contract will be a performance-based M&O contract for a
5-year period (plus the transition period) with options to extend up to
5 years, that may be exercised unilaterally at the Government's
discretion. Offerors must be willing to enter into performance-based
incentive fee arrangements to ensure a "pay-for-performance-fee"
concept is implemented in this contract. By law, DOE is responsible for
the nation's high-level nuclear waste disposal program. The Nuclear
Waste Policy Act of 1982, as amended, (NWPA), established OCRWM within
the DOE and assigned OCRWM with the responsibility to develop,
construct, and operate a system for spent nuclear fuel and high-level
radioactive waste disposal, including a permanent geologic repository
and transportation system. OCRWM is headquartered in Washington, DC.
OCRWM carries out its mission through two project-level business
centers -- the Yucca Mountain Site Characterization Project in Las
Vegas, Nevada, and the Waste, Acceptance, Storage, and Transportation
Project at OCRWM Headquarters. The OCRWM Program currently focuses on
core activities that will precede acceptance in transportation of spent
nuclear fuel from reactor sites to a federal facility, such as a
potential geologic repository at Yucca Mountain, Nevada. The potential
geologic repository is located approximately 100 miles NW of Las Vegas
on unpopulated land that is owned by the federal government. If the
site is recommended for development and subsequently licensed, spent
nuclear fuel and high-level radioactive waste will be transported to
Yucca Mountain by truck and/or rail. DOE is seeking offers to plan,
manage, and integrate the complex activities required in a Nuclear
Regulatory Commission (NRC) licensing environment. Due to the complex
nature of siting, developing, and licensing a repository, the design
for the facilities could change significantly as new technical
advancements, more cost effective solutions, and/or new requirements
are identified. The value of the contract for the base 5-year award
period (exluding the transition period) is estimated at $3.1 billion.
