Contract Specialist, 202/260-6219 The U.S. Department of Education's
Office of Student Financial Assistance is seeking Commercial Recruiting
Firms to identify and screen candidates nationally for professional
level positions. The Department of Education plans to make multiple
awards, a minimum of three, with each assignment being competed among
the awardees. The Recruiting Firm must comply with all applicable merit
principles and equal opportunity laws. The statement of work along with
attachments will be available on the OCFO Web site at
http://ocfo.ed.gov/coninfo.htm under Contracts Information. This is a
combined synopsis/solicitation for commercial items (services) prepared
in accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The Solicitation number for
this contract action is ED-00-Q-2000. This combined document serves as
the synopsis/solicitation and is issued as a Request for Proposal. The
solicitation document and incorporated provision and clauses are those
in effect in Federal Acquisition Circular 97-3. The associated
standard industrial classification code for this acquisition is 7361.
Provision 52.212-1, Instructions to Offerors -- Commercial, apples to
this acquisition. The addenda to this provision is that the SF 1449
will not be used or accepted. The offeror should submit a detailed
Capability statement that certifies that it can meet the requirements
of the Government (which will serve as the technical proposal) and a
list of references who can verify that the offeror has performed
similar work for their organization. Also, a quote, which will serve as
the business proposal. The proposal must be signed by an official
authorized to bind the organization. The offeror must submit and
original and 2 copies of both the technical and business proposal.
Provision 52.212-2, Evaluation -- Commercial Item is applicable to this
acquisition. The specific evaluation criteria to be included in
paragraph of the provision are (i) technical capability of the item
offered to meet the Government requirement and (ii) price. The
Technical proposal will be evaluated as follows: 1) Standing of the
firm in the search community (40%), 2) Success rate of filling
professional positions (30%), and 3) Credential of individuals
conducting search (30%). The Business proposal will be evaluated on the
lowest total estimated cost. An award will be to the offeror who is
technically acceptable with the lowest price. Offerors must submit a
completed copy of the provision at 52.212-3, Offeror Representations
and Certification -- Commercial items with their offer. Provision
52.212-4, Contract Terms and Conditions -- Commercial Items, applies to
this acquisition. Provision 52.212-5, Contract Terms and Conditions
Required To Implement Statutes or Executive Orders -- Commercial Items,
applies to this acquisition. Also, under paragraph (b) of the provision
items 6, 7, 8, and 9 are also applicable to this acquisition. Offerors
for Solicitation number ED-00-Q-2000 are due on March 30, 2000, by
