U.S. Securities and Exchange Commission is seeking to contract for
consultanting services that will provide advisory and support services
to the Commission in its efforts to address employee recruitment and
retention issues. Contractor will need to conduct cost analyses and
refine and augment agency cost estimates, if authority and funding for
proposed initiatives were approved. Contractor also will assist in
responding to questions from Congress and OMB. Contractor must conduct
an extensive cost analysis as well as assist in the development and
implementation of a possible new employee compensation plan system and
possible implementation of an employee benefits package. The
compensation plan must be based on an analysis of the current Federal
general schedule pay system to determine what other type of
compensation systems will fit the agency and how to convert all
employees to this new system. This compensation system will serve over
2800 employees (including exempt, non-exempt, wage grade, and
executives) in 13 geographical locations in the continental U.S. The
primary duties regarding a compensation functional area include, but
are not limited to, the following: comparative analysis of current
systems with best practices among similar employers; development of a
compensation system based on the comparative analysis of available
types of compensation plans; analysis of what other compensation
systems include, such as merit pay increases and supervisory and other
pay differentials; determination as to which compensation system would
benefit the SEC most; cost analysis of the proposed compensation
system; and implications to maintaining such a system in future years,
such as what would be involved in adjusting any particular
compensation system to allow for annual pay increases, etc. Employee
benefits programs and services under consideration include, but are not
limited to, the following functional areas: flexible spending accounts,
dental plan, vision plan, and other benefits services. The primary
duties regarding an employee benefits system include but are not
limited to, the following: comparative analysis of federal benefits
with best practices among similar employers; development of benefit
program plan design based on the comparative analysis and workforce
demographics; an analysis of available types of plans and
identification of available carriers; in-depth evaluation of top
carriers, based on such criteria as their financial soundness and their
record of customer service; comparative cost analysis of top carriers;
recommendation of preferred carrier selection; and cost analysis of
providing the benefit. A Request for Proposal (RFP) is not yet
