Institute of Standards and Technology (NIST) intends to negotiate on a
sole source basis with Mr. Ed Dinkle, 11600 New Bond Street,
Fredericksburg, VA 22408, a former government employee. Technical
support services are required for the NTIA, Spectrum Support Division
located in Washington, DC. The support to be provided will assist NTIA
in revising their Manual of Regulations and Procedures for Federal
Radio Frequency Management; review classified documents to determine
the appropriate disposition in accordance with the established DOC
Security Regulations; research the basis for Government and US
Footnotes and include this information in an electronic media. This
action is being completed using Simplified Acquisition Procedures. This
requirement is for a twelve month period of performance. FOB
Destination. No solicitation package will be issued. A Request for
Quotation (RFQ) will be issued to Mr. Dinkle. The Contractor is the
only individual capable of performing this service because of his
knowledge of the DOC security regulations, the unique and unparalleled
cataloging scheme utilized within the IRAC forum, the NTIA Manual of
Regulations and Procedures for Federal Radio Frequency Management and
a number of other agreements, procedures, regulations and files
necessary to enable successful completion of the contract tasks. This
is a sole source requirement with Mr. Dinkle because it would not be
possible for another individual to achieve this degree of knowledge in
the time required for the completion of this contract. The anticipated
award date of the contract is on or around 30 days from the date of
