david.orris@fema.gov. Federal Emergency Management Agency (FEMA) has a
requirement for support of the Radiological Emergency Preparedness
(REP) Program. A contractor is required to provide programmatic,
technical, and administrative support to allow FEMA to meet its
Congressional mandate to implement the REP program. This mandate is to
provide the Nuclear Regulatory Commission with reasonable assurance
that the health and safety of the public living around commercial
nuclear power plants is being maintained. The contractor shall provide
services to FEMA Regional Offices and Headquarters in support of this
requirement. Contractor responsibilities will include: 1) providing
support and personnel for offsite REP exercises, remedial exercises,
and other drills; 2) participating in pre-exercise development
activities such as analyzing exercise scenarios and extent of play
agreements; 3) participating in post-exercise activities such as
preparing REP reports, conducting exit interviews, participating in
public meetings, and assisting with the resolution of exercise related
problems; 4) reviewing and evaluating offsite radiological emergency
plans submitted for formal or informal review pursuant to FEMA Rule 44
CFR Part 350; 5) developing and revising REP guidance manuals; 6)
providing radiological transportation program support; 7) maintaining
the REP database; and 8) providing cost accounting program support. The
SIC Code is 8748. The anticipated period of performance is 12 months
from the date of award with four one-year option periods. The Request
for Proposal (RFP) will be issued on or about April 3, 2000. Proposals
will be due 30 days from the issue date of the RFP. A pre-proposal
conference will be conducted on or about April 12, 2000. It is
anticipated that a Cost Plus Fixed Fee (CPFF) contract will be awarded
by September 30, 2000. All requests for the RFP must be submitted in
