synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. b. This solicitation number
DAAE07-00-R-L015 is issued as a request for proposal (RFP), on a
sole-source basis to Evans & Sutherland (E&S), Salt Lake City, Utah,
for the training services described hereunder. E&S developed the
iNTegrator software, the subject matter of the training. Integrator is
used in 3-D real-time simulations. It is a synthetic environment
construction and real-time rendering system. For the solicited
requirement, each of two students, both engineering professionals, will
receive intensive, hands-on training for six weeks on the iNTegrator
software, dates to be determined, but approximately between June --
August 2000. Training will occur at E&S facility. The training consists
of: 2 weeks Base Modeling with Integrator, 2 weeks Basic Terrain
Modeling with Integrator, 1 week Advanced Terrain/Parametric Feature
Modeling, and 1 week Intro to Top-Level Design of Harmony. (Integrator
and Harmony are registered Trademarks of E&S.) c. This RFP is issued
on a sole-source basis to E&S. Note 22 applies. E&S is the developer of
the Integrator software. So as not to mislead, any source wishing to be
considered for this training would have a substantial "burden of proof"
to overcome, as it were, in order to demonstrate the requisite
knowledge & expertise in the Integrator software & specific training
areas listed. This action is not set aside in any way for exclusive
small business participation. The corresponding SIC code is 7379,
Computer Related Services, NEC. DPAS rating, DOA4. d. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-15, dated December 27, 1999.
All citations are FAR unless noted otherwise. e. The provision at
52.212-1, Instructions to Offerors -- Commercial Items, applies to this
acquisition, except that the submission of the "Remit To" address, item
(b)(7), is not applicable, since payment will be made by electronic
funds transfer. f. The provision at 52.212-2, Evaluation -- Commercial
Items, is included. The specific evaluation criteria included in
paragraph (a) are Technical Capability, Price and Past Performance.
Paragraph (b) is not applicable since no options are being solicited;
however, paragraph (c) does apply. g. Offeror is to include a completed
copy of the provision at 52.212-3, Offeror Representations and
Certifications -- Commercial Items, with its offer. h. The clause at
52.212-4, Contract Terms and Conditions -- Commercial Items, applies to
this acquisition, without addenda. The clause at 52.212-5, Contract
Terms and Conditions Required To Implement Statutes Or Executive Orders
-- Commercial Items, as well as DFARS 252.212-7001, Contract Terms and
