The USAE, Engineering Research and Development Center, Waterways Experiment Station (WES), proposes to issue a sole source contract to B.R. Jones & Associates, Inc., Norman Gee, Texas, for the purchase of one each PulsEkko 1000 System with 450 MHz Antenna; PE 1000 Transducer Cart; PE 1000 450 MHz Skid Plate; PE100 100 High Speed Kit; PE 1000 Wheel Odometer Kit; and Noggin 250 Smart Cart Profiling System. Purchase of the PulseEkko 1000 GPR/Noggin 250 system is critical since it will provide WES with a state-of-the-art system with pre-survey feasibility and surveying capabilities that are required to meet mission objectives of the Corp's environmental research program, including the unexploded ordnance (UXO) mission in detection, discrimination, and identification of UXO. Only one manufacturer has systems with specifications that meet the Corps equipment requirements. A firm-fixed-price contract will be awarded utilizing the Simplified Acquisition Procedures. Any other responsible source able to provide these supplies is encouraged to respond to this announcement within 15 days after its publication.
