99 -- TECHNICAL SUPPORT FOR AN EXPERT SYSTEM" POC Renee Wallace, (410) 786-5128 The Health Care Financing Administration (HCFA)intends to award a firm fixed price Simplified Acquisition on a sole source basis to University of Maryland Balitmore County, 1000 Hilltop Circle, Baltimore, Maryland 21250. This is a follow-on award to a current development effort. Contractor shall provide the knowledge, labor, and skills needed to interface HIPP with the IT-Investment database. Once implemented at HCFA, the HIPP expert system must store its recommendations in the IT-Investment database. The contractor will conduct an analysis of the current HCFA cost estimation environment. Specifically, the contractor shall meet with HCFA staff assigned to the cost estimation function to gain knowledge regarding the current state of affairs. Upon completion of the analysis phase, the contractor shall support the development of a cost estimation methodology. The methodology shall be incorporated into a decision tree model that is populated in the Multi-logic software tool.
