INTRODUCTION: The Space and Naval Warfare Systems Center San Diego (SSC
SD) in collaboration with the Office of Naval Research, is requesting
abstracts for technology development to support deployable shallow
water autonomous undersea surveillance systems, including, but not
limited to: (1) lightweight, easily deployable acoustic and
electromagnetic sensor arrays, which are capable of both passive and
active acoustic operation; (2) low-probability-of-intercept undersea
acoustic communications and surface radio-frequency communications
links; (3) automated signal processing algorithms and low-power
processors for target detection, classification and localization using
passive/active acoustic data and electromagnetic data; and (4) network
control and data fusion algorithms to support passive and active
operations. SUBJECT AREA: Subject areas of interest to SSC SD include,
but are not limited to: (1) Unique and novel approaches for the
development of miniature, low-power electromagnetic sensor
transducersand electronic elements, such as vector magnetometers,
scalar magnetometers, magnetic field gradiometers, electric field
sensors, and induction coils. (2) Automated signal processing
techniques for passive and active acoustic data, including, but not
limited to, array-element localization, target detection, target
classification and target tracking. (3) Automated signal processing for
electromagnetic sensor data. (4) Acoustic and electromagnetic sensor
data fusion. (5) Acoustic and nonacoustic data fusion and control for
detecting, tracking, and classifying undersea vehicles at the networked
field level in active, active multi-static, and passive modes. (6)
Lightweight easily deployable arrays, that contain low-cost, low-power
hydrophones and electromagnetic sensors. (7) Novel low-cost and
low-power miniature signal processors. (8) Rapidly Deployable
Autonomous Surveillance Systems concepts, especially systems that limit
cable exposure on the seafloor and in the water column and that
integrate acoustic and nonacoustic, miniaturized, low-power, low-cost
surveillance sensors. (9) Novel designs for small moored surface buoys
and novel techniques and materials for compact packaging and
deployment of: folding anchors; risers that are resistant to corrosion
and fish bite; motion decouplers at the riser-to-buoy interface;
inflatable structures for buoyancy; and buoy designs that are able to
survive 30 to 90 days in high currents with fishing activity and ship
traffic. (10) Concepts for rapid and/or covert deployment of sensor
nodes from surface ship, aircraft or submarine. GENERAL INFORMATION:
Proposed work should be structured to have a base period of performance
of 12 months, but may include multiple-year, phased options that extend
beyond the initial period. Offerors may submit study proposal
abstracts. Studies, if proposed, should include an evaluation of
current or emerging technologies that would provide significant
advancement in shallow-water surveillance capability and development of
approaches suitable for demonstration in a follow-on effort not to
exceed 36 months. Multiple cost-plus-fixed-fee contracts, which shall
not exceed $250K for the first year, are expected to be awarded as a
result of this BAA. Initial selections can be expected during the first
quarter of FY01. Additional selections may be made through the first
quarter of FY02. Offerors interested in multiple subject areas shall
submit a separate abstract for each area. An abstract that covers more
than one area will not be evaluated. Any offeror whose abstract is
found to be consistent with the intent of this BAA and sufficiently
innovative will be invited to submit a full technical and cost
proposal. Such an invitation does not assure subsequent contract award.
Regardless of the invitation, the decision to submit or not submit a
proposal is the responsibility of the party submitting the abstract. No
award can be made without a proposal to perform a specific effort
within an estimated cost and time framework. This solicitation will
remain open for 12months. ABSTRACTS: Abstracts are due no later than
365 days from the date the announcement first appears in the CBD and
shall be submitted on 8.5 x 11 inch paper, single or double spaced,
with a 10-point font size as a minimum. The Title Page shall be labeled
"PROPOSAL ABSTRACT" and shall include BAA number, proposed title,
offeror's administrative and technical points of contact with telephone
and facsimile numbers, Internet addresses, and shall be signed by an
authorized officer. The Proposal Abstract shall be five single-sided
pages maximum and include: technical concept proposed, approach,
anticipated contribution to shall-water surveillance, dual
use/commercial application (if any), deliverables and total cost.
Offerors should submit abstracts (original and two copies) to:

CA 92152-5001. PROPOSAL PREPARATION: Full proposals, if requested,
shall consist of two separately bound volumes: Volume I for the
technical proposal and management approach and Volume II for cost.
Proposals shall be submitted in the following format: 8.5 x 11 inches,
single or double spaced, in at least ten point type, margins not less
than one inch, one-sided printing and pages numbered. Each proposal
shall address one subject area. Offerors may be required to certify
that they have a Secret facility clearance, and key personnel may be
required to be certified as having a Secret clearance. Volume I is
limited to 40 single-sided pages (not including resumes). A Volume I in
excess of 40 pages will be deemed unresponsive. The total allowed page
count includes figures. Each foldout, if used, shall be counted as one
page. Volume I shall include the following sections, each starting on
a new page: (A) A cover page, including title, technical and
administrative points of contact with telephone and facsimile numbers
and Internet addresses. (B) A one-page summary of the innovative claims
for the proposed research including, if applicable, an assessment of
potential dual use/commercial applications. (C) A one-page summary of
deliverables including a proposed data item description (DID) for each
data deliverable. (D) A one-page summary of schedule and milestones.
(E) A one-page summary of any proprietary claims to results, prototypes
or systems supporting and/or necessary for the use of research, results
and/or a prototype. If there are no proprietary claims, this section
shall consist of a statement to that effect. (F) A Statement of Work of
not more than five pages, clearly detailing the scope and objectives of
the effort. Optional work shall be distinguishable from the baseline
effort. If any portion of the research is predicated upon the use of
Government Owned Resources of any type, the contractor shall clearly
identify the Resource required, the date the Resource is required, the
duration of the requirement, the source from which the Resource may be
acquired, if known, and the impact on the research if the Resource is
not provided. (G) Technical arguments that substantiate claims made in
section (B) and a technical approach description consistent with
sections (C) and (D). (H) A description of the results and products
expected from the effort. (I) A discussion of no more than five pages
giving previous accomplishments and work in this or closely related
areas, and the qualifications of the investigators. (J) A discussion no
more than five pages long that describes the overall approach to the
management of this effort, including brief discussions of total
organization, use of personnel, project/function/subcontractor
relationships, technology transition plans, government research
interfaces, and planning, scheduling and control practice. Volume II
shall include a cost and fee summary for the effort (inclusive of any
proposed options) supported by detailed breakdowns by task and sub task
of labor hours by labor category and tasks/sub tasks, materials by
vendor quotes and purchase history, travel, computer and other direct
and indirect costs. An explanation of any estimating factors, including
their derivation and application shall be provided. Details of any cost
sharing to be undertaken by the offeror should be included in the cost
proposal. Following request for full proposal, selected offerors
should submit an original and two copies of the proposal (Volumes I and
II). Proposals should be submitted by offerors not later than 60 days
after the government's request for a full proposal. EVALUATION
CRITERIA: Evaluation of proposals will be based on the following
criteria in order of importance: (1) the potential significance to
deployable autonomous shallow-water surveillance; (2) the potential
development of novel nonacoustic sensors for shallow-water moored or
mobile mine development; (3) past performance; (4) the offerors
capabilities, related experience, facilities, techniques or unique
combinations thereof that are integral factors for achieving the
proposed objectives; (5) the qualifications, capabilities and
experience of the proposed principal investigator and personnel who
arekey to project success; (6) the innovative aspects of the proposed
effort, including the potential for dual use/commercial applications;
(7) defensibility of the estimated costs. ADDITIONAL INFORMATION:
Historically Black Colleges and Universities (HBCU) and Minority
Institutions (MI) are encouraged to submit abstracts and/or join others
in submitting abstracts; however, no portion of this BAA will be set
aside for HBCU and MI participation due to the impracticality of
reserving discrete or severable areas of shallow-water surveillance for
exclusive competition among these entities. This announcement
constitutes a BAA as contemplated in FAR 6.102(d)(2)(i). The Government
reserves the right to select for award all, some, or none of the
proposals received in response to this announcement. Questions of a
