This is a sources sought synopsis. The Space and Naval Warfare Systems
Center -- San Diego (SPAWARSYSCEN-SD) is seeking sources for the
development and operation of a Government on-site technical information
library facility. Specific library responsibilities include the
utilization of information technology to optimize the collection,
configuration, maintenance, and distribution of project programmatic
and technical information received by electronic and other means. The
Advanced Tactical Data Link Systems (ATDLS) Library currently gathers
information by developing and reengineering special databases and
employing modern database software. It utilizes information collection
methods such as electronic imaging, electronic mail, and
world-wide-web browsers for the collection, storage, retrieval, and
distribution of information. It is essential that these capabilities be
designed to match-up with program data requirements for the
distribution and maintenance of library information for the Joint
Tactical Information Distribution System (JTIDS) and the
Multifunctional Information Distribution System (MIDS). Both systems
distribute tactical surveillance information products to operational
Fleet users. A more detailed explanation of this requirement is

qualified/capable small business contractors respond, this requirement
might be set aside for exclusive competition amongst small businesses.
Interest parties are invited to respond to this sources sought
announcement by providing, at a minimum, the following: (a) company
overview including areas of expertise, company size, and locations of
facilities; (b) discussion of your organizational experience in
performing similar relevant work; (c) discussion of your organizational
past performance (i.e. quality) in performing similar relevant work;
and (d) proposed technical approach for this effort. Interest parties
must submit thisinformation, via email to jsparks@spawar.navy.mil, not
later than 07 April 2000. Do not submit more than 10 pages in total.
Contingent upon the results of this source sought announcement; the
Government may issue an RFP for these services. The Government
currently estimates that such an RFP would utilize an Indefinite
Delivery Indefinite Quantity type contract with a Cost Plus Fixed Fee
pricing arrangement; and an estimated level of effort of 9,984
man-hours per year for five years. Expected period of performance for
this task is 60 months with no additional priced options. Anticipated
release date for any resultant solicitation is 02 June 2000. Posted
