National Institute of Health, National Cancer Institute (NCI), Office
of Management (OM),plans to procure the services of Netcomm Inc., 6000
Executive Blvd., Suite #600, Rockville, MD 20852, for technical support
for the Visual Status of Funds (VSOF) management systems. VSOF is an
enterprise wide accounting management software product which interfaces
with the NIH Central Accounting System Data. VSOF is a windows
application featuring customizable displays, user friendly design, and
extensive online support via its full-featured help system. VSOF
includes a Microsoft Excel add-in which enables users to develop full
featured spreadsheets to the organization's accounting data. VSOF was
designed, developed, and copyrighted by NETCOMM, Inc., and Netcomm is
the sole proprietary owner of this software product. One advantage of
VSOF is that it offers numerous customization options in order to
ful-fill the needs of the individual user. Within the NCI, OM, VSOF is
currently utilized by fourteen Administrative Resource Centers (ARCs),
the Financial Management Branch, and the Frederick Management
Operations Support Branch (FMOSB). VSOF technical support which is
offered through NETCOMM is necessary to assist users in setting up new
views, and user profiles; converting SOF spreadsheets to VSOF
spreadsheets; developing custom reports; and troubleshooting individual
users problems. The VSOF was developed for the purpose of accessing the
NIH accounting system data. Because VSOF is a proprietary product,
NETCOMM, Inc. is the only authorized source known to the NCI Project
Officer that can perform the aforementioned support and service.
However, if any other interested party believes it can perform the
above requirement, it may submit a statement of capabilities. The
statement of capabilities and any other information furnished must be
in writing and must contain material in sufficient detail to allow NCI
to determine if the party can perform this requirement. Capability
statements must be received in the contracting office by 2:00 p.m.
(Local Washington, D.C. time, on April 6, 2000. For further information

proposed required based upon responses to this notice is solely within
