F -- NATIONAL RECREATION USE STUDY SOL RFQ 06-00-28 DUE 032700 POC Miley Sutherland, Contracting Officer, (530) 252-6621 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number RFQ 06-00-28 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in affect through Federal Acquisition Circular 97-15. The Standard Industrial classification code is 0851. The business size is 5.0 million. The Lassen National Forest is one of four forests in California participating in a National Recreation use Study that is being directed by the Forest Service's Southeast Research Station in Athens, Georgia. The Lassen National Forest intends to acquire services to obtain accurate recreation use data for the Lassen National Forest. Contractor shall provide; (1) Staff, supervision and administrative supportto collect general recreation use data per the methodology and schedule established by the National Recreation Use Monitoring (NRUM) program; (2) All transportation to the survey sites, and first-aid kits to interviewers; (3) Cooperate with the Forest Service in providing all necessary training to interviewers by April 14, 2000, and at other agreed upon times, as needed; (4) Conduct 143 surveys on the Lassen National Forest at pre-designated sites, dates and times, from April 14, 2000 to September 30, 2000; (5) Mail completed survey questionnaires and reporting forms to NRUM staff: Don English, Southern Research Station, 320 Green Street, Athens, GA 30602-2044. The Forest Service will; (1) Provide information and training on the basic methodology, sampling locations, and sampling schedule for the collection of recreation use data by April 14, 2000; (2) Provide radio equipment for on-site communication; (3) Provide supplies, materials and equipment as agreed upon, including traffic cones, high-visibility safety vests, volunteer vests and hats, traffic counters, trail counters, briefcases, survey questionnaires, road signs and stands, and other survey materials. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items; and FAR 52.212-2 Evaluation Commercial Items applies. The Government intends to make an award to the responsible contractor whose proposal is technically acceptable and total price based on completing 143 surveys, in full compliance to all other requirements set forth in the solicitation. Technical acceptability is as important as price.
