This is a Cost Plus Fixed Fee completion contract. Qualified personnel and associated resources will support the Deputy for Test, Simulation and Evaluation (BMDO/TE) in the areas of planning, programming, program development and implementation, and monitoring facilities design and construction, evaluation of facilities operation and maintenance, test and facility siting and environmental programs execution, analyses, oversight and compliance activities, under cognizance of the BMDO Director for Test Resources. This modification will provide BMDO with the necessary flexibility during the current period of review and potential consolidation of Advisory Services until award of a new contract utilizing full and open competitive procedures is feasible. It is impracticable at this time to conduct a new procurement to contract for a relatively small effort where the required services will be subject to potential consolidation or redirection in the near term (less than twelve months).
