COMMERCE BUSINESS DAILY ISSUE OF MARCH 22,2000 PSA#2562

OBSERVING SYSTEM -- 21ST CENTURY (OS-21)PROGRAM FIXED-BASE SYSTEM (FBS) The Government will host an Industry Day 27-28 April 2000. It will provide industry and other Government agencies an opportunity to discuss OS-21 program requirements for the fixed-base sensor system. The Government intends this announcement and Industry Day to solicit feedback from industry and clarify technical requirements as necessary. The outcome will define a strategy for executing the program's fixed-base system requirement. Note that this is not a solicitation, but for planning purposes only. A contract will not be awarded from this announcement and there will be no reimbursement for costs associated with attendance or preparation for the meeting. Refer to the OS-21 program web page maintained at http://herbb.hanscom.af.mil/ in the "BIZ opportunities" section for program status and updated information, as it's available for release. The OS-21 program Operational Requirements Document (ORD) and fixed-base system Technical Requirements Document (TRD) are available on the web page for review. Notethat the fixed-base system TRD takes precedence over the fixed-base system specifications in the ORD. Also note that quantities of systems identified in the ORD are indefinite. Industry Day is the venue to clarify any questions generated by the ORD and TRD. Questions must be submitted in advance, via email by 17 April, to the Program Manager. Answers will be provided during the open session unless a separate session is requested. Industry representatives may schedule a one-hour closed-session with the Government program representatives. These sessions are intended as an information exchange, but may not include selection sensitive information. Industry Day will be conducted at MITRE, M Building, 202 Burlington Road, Bedford, MA 01730. A map and directions are available at http://www.mitre.org/about/location/. A Government representative will assist with check-in at the front desk, starting at 09:30AM on 27 April, and serve as an escort to the conference room. Conference Room 1M506 is reserved for 27 April and Room 1M507 for 28 April. Industry Day will kick-off at 10:00 AM EST, 27 April 2000, with a brief program overview and open-session for questions and answers. Closed-sessions will be available on 27 April from 12:00 Noon -- 5:00 PM, and on 28 April from 8:00 -- 11:00 AM and 12:00 Noon -- 5:00 PM. Please limit your attendance to no more than five (5) representatives and reserve your attendance by 17 April 2000. To reserve attendance and schedule a closed-session (if desired), please mail Cecilia.Radsliff@hanscom.af.mil. Attendance at Industry Day is not a prerequisite, but interested parties should notify the program manager via email (Cecilia.Radsliff@hanscom.af.mil) by 17 April.
