COMMERCE BUSINESS DAILY ISSUE OF MARCH 22,2000 PSA#2562MORTARS FIRE CONTROL SYSTEM Consolidated Fire Control for Mortars
(CONFIRE): PM Mortars is sponsoring a CONFIRE Industry Conference at
Picatinny Arsenal on 29 31 March 2000. The conference will begin with
an overview of the CONFIRE Acquisition Strategy on 29 March 2000, at
building 1, in the Command Conference Center from 8:30 a.m. to 12:00
noon. Following the overview, contractors will be allowed to visit the
ARDEC Systems Integration Lab (SIL) located at the southern end of
building 95, to review mortar carrier vehicles and weapons systems.
One-on-one meetings with potential offerors will be begin at 2:00 p.m.
on the 29th and run through March 31st, at building 162s, in the PM
Mortars Conference Room. Roughly two-hour time slots will be allotted
per offeror. Contractors that are awaiting their one-on-one will be
allowed to revisit the SIL for further review. The government will
provide a digital camera for photo opts. All interested contractors
must send an e-mail to later than 22 March 2000, to the folling

name of firm, name of individuals, nationality, telephone number, and
e-mail address. In support of the Industry Conference, PM Mortars is
in the process of establishing a web site, which will contain draft
technical CONFIRE documents. The documents will primarily consist of
the anticipated statement of works and the specifications. The
scheduled activation date for this web site
(http://www.pica.army.mil/pmmortars/) is 15 March 2000. Contractors are
encouraged to monitor the web site for changes, as they occur. It is
estimated that the actual solicitation (DAAE30-00-R-0301) will be
released in early May 2000 via the Internet at:
http://procnet.pica.army.mil and proposals will be due about six weeks
later. Award is tentatively scheduled for September 2000. The
Consolidated Fire Control Contract for Mortars (CONFIRE) is an
evolutionary acquisition that consolidates several fire control
programs and their technologies into a single contract in order to
leverageinformation technology, integrate program synergies, optimize
commonality, reduce technology overlap, and coordinate logistic and
software support. This performance-based acquisition will require a
system integrator with extensive domain experience in fire control as
well as the capability to develop and execute an integrated
evolutionary plan. The CONFIRE acquisition will include multiple
statements of work for the development and production of the various
fire control systems, to include contractor logistics support and
software support. An incrementally funded contract encompassing various
contract types is being contemplated. The programs to be consolidated
are mortar fire control systems for dismounted, vehicle supported, and
mounted operations. These systems are formally known as
(individually): the Mortar Ballistic Computer, and the Mortar Fire
Control System, to include variants for the heavy force, light force
and for the emerging Brigade Combat Team, Interim Armored Vehicle
