I. Introduction Smart Squadron Broad Agency Announcement (BAA) N00019-00-R-SMSQ: This BAA is open for 1 year from the publication date of this notice and is also listed at www.navair.navy.mil (Business Opportunities/Open Solicitations). Phase I Proposal Abstracts may be submitted until 31 March 2001. The NavalAir Systems Command is announcing this BAA as an unclassified solicitation to obtain policy and technology proposals in support of the Smart Squadron Project objectives and goals. II. General Information/Areas of Interest The Navy is working jointly with the Marine Corps to solicit abstracts of ideas and enabling technologies from all areas of industry, academia, government, and the Fleet to accomplish the project goals. Through this BAA, abstracts submitted will address technologies that reduce Operations and Support costs and aggressively function as force multipliers to enhance the squadron's primary mission warfighting. Work is being solicited to develop a strategy and process for identifying, capturing and implementing technologies to reduce Operations and Support costs. Initiatives will focus on the integration of functionality and operational efforts and the reduction of administrative and maintenance tasks. Both material and non-material solutions are being sought. Follow-on efforts will expand andencompass business and operational practices in support of the squadron to include: the Carrier Air Wing, the Marine Air Group, and the supporting infrastructure. Plans for an Industry Day are currently in process. When finalized, Industry Day information will be announced via an amendment to this announcement, as well as being posted on the Smart Squadron web-site. III. Smart Squadron Goal and Objectives The Smart Squadron Goal is to target change in policies, processes, and technologies that when implemented, significantly contribute to the reduction of Operations and Support COSTS. The Smart Squadron Top Ten Objectives are: (1) Integrate squadron operational functionality, (2) Focus on Force Multiplication at the squadron level, (3) Concentrate S&T development on Task Reduction, (4) Reduce squadron overhead, (5) Reduce organizational footprint, (6) Modernize sustainment Information Technology, (7) Reduce a major common cost driver Corrosion, (8) Increase safety standards Configuration Management, (9) Capitalize on "Predictability" technology for hardware, and (10) Drive technology investments requirement generation. Information concerning the Project mission, scope, policy, challenges, process and concept are detailed on this website. IV. Contract/Agreement Type NAVAIR is willing to consider various types of proposed acquisition vehicles including, but not limited to, traditional FAR/DFARS type contracts and/or non-procurement agreements (e.g. Cooperative Agreements and Other Transactions). Other Transactions will be entered into under the authority of 10 U.S.C. 2371 (Congressional direction requires that at least 50 percent of the cost of a project under this initiative be provided by industry) and Section 845, Authority to Carry Out Certain Prototype Projects. Final acquisition type (contract/agreement) will be made by the government. V. Evaluation Criteria Submitted abstracts will be evaluated against the stated Smart Squadron Program Goals and Objectives. The Smart Squadron Project is a new initiative. Currently, there is no funding available in FY00 for awards to be made from this BAA. However, funding may be authorized for projects that demonstrate significant Operations and Support cost reductions. VI Proposal Requirements Abstracts shall be in MS Word (Office 95 or 97) format. Length is limited to five pages including charts, drawings, etc. and font size shall be either 10 or 12 point. All abstracts shall be submitted electronically to both the following e-mail addresses: LtCol(sel) Daniel J. Abstracts may be submitted until 31 March 2001.The cover letter and abstract should reference the BAA number N00019-00-R-SMSQ. If funding becomes available, the Contracting Officer may request full proposals on proposed topics or technologies, which enhance the program objectives. The proposal format and requirements will be defined at that time. This notice constitutes a BAA as contemplated by FAR 6.102(d)(2). Unless otherwise stated herein, no additional written information is available nor will a formal Request For Proposal or other solicitation regarding this announcement be issued. Requests for the same will be disregarded. The Government reserves the right to select all, some, or none of the proposals received in response to this announcement. This BAA shall remain open for receipt of proposal abstracts for a period of one year, from the date of initial publication of this announcement. The Standard Industrial Classification (SIC) code for this BAA is 8711 with the small business size of $5 Million. No portion of this BAA has been set aside for historically black colleges and universities or minority institute participants, though their participation is encouraged. For awards made as contracts, evaluation of the socio-economic merits of the proposal shall include the extent of commitment in providing meaningful subcontracting opportunities for small business, small disadvantaged business, women-owned small business concerns, historically black colleges, universities and minority institutions. If a full cost proposal is requested by the contracting officer, and the total exceeds $500,000, and any large business is required to include a Small, Small Disadvantaged, and Women-Owned Subcontracting Plan with its proposal package in accordance with FAR 52.219-9. Abstracts will be evaluated in the order in which they are received and may be accepted at any time within the year. Abstracts/proposals will not be evaluated against each other since each is a unique technology with no common work statement. There is no commitment by the NAVY to make any award, to make a specific number of awards, or to be responsible for any monies expended by the proposer before award of a contract/agreement.
