The 30th Space Wing, Vandenberg AFB, CA soliciting offerors to clean and remove all government property and refuse to return the facility to a "ready to move in condition", so it can be available for new occupants. This is a combine synopsis/solicitation for a commercial item prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. The solicitation number is 04684-00T0409 and will be issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition circular 97-11. This acquisition is a 100 $ set-aside for small business participation only. The SIC Code is 7349 and size standard is $12 million. There will be one contract line item, one job, for this acquisition as follows: The contract is to clean building 584 at Vandenberg AFB CA, remove all government property and refuse, and return facility to a "ready to move in" condition. The building was the electrical mechanical building that supported the NASA Scout Program to process and launch NASA payloads until 1995. The facility still retains some shelving and various pieces of equipment/furniture used to support Scout Launch activities in this facility. Half of the facility has been cleaned/cleared by the Air Force. The facility has been unoccupied since 1995. Working in a dwelling with the evidence of asbestos creates risk for potential exposure to Hantavirous. The Vandenberg AFB Asbestos Abatement Report for Building 584 will be provided upon request. Exposure to hazardous material/waste may cause health problems, fires, explosions, or any other type of dangerous situation. The contractor shall -Remove and process thru Base Supply/DRMO all bench stock, equipment and useable materials, Hazardous Waste, and other scrape metals through the precious metals program and Base Supply/DRMO as applicable, -- Sweep and mop all concrete floors and accomplish general housekeeping throughout the building, -- Sanitize the building from all rodent/insect infestations. Work is to start 30 days of contract award and completed within 60 days of work start. TASK 1.Remove and process through Base Supply/DRMO all bench stock, shelving,excess materials, equipment, and other useable property from the buildings. This includes old tools, test equipment, furniture, and other items that may have value to the government. All property is to be reviewed by Base Supply/DRMO and cleared for process. All property is to have the appropriate Air Force Documents (AF Form 2005, DD Form 1348, and condition tags 1500 Series Form if required) and turn in information completed by the contractor. TASK 2. Remove and dispose of all trash, any remaining hazardous/radioactive waste, and other scrap metals. All material shall be screened by Base Supply as appropriate. All material is to be placed into the Base Landfill, as appropriate, if not processed through Base Recycling Program or Base Supply Hazardous Waste Disposal Program. All other hazardous waste material found in the building will be removed and disposed by the contractor. TASK 3. Remove/turn in 10 round nitrogen storage bottles, 2 fluid sampling vessels, 1 small compressed gas cylinder, 1 nitrogen tank on handling carriage. These items are considered compressed gas cylinders and requires a triple rinse and drilling if turned in for scrap, triple rinse and purge if turned in as a serviceable per DOD 4160.21-M. This also includes the flaring machine which is considered Metal Working Machines (MM) FSG 32 in the same regulation listed above. TASK 4. Also clean the building and sanitize it from all rodent/insect infestation. This includes treating the building to remove any possibility of the Hantavirus. All workers should use protective mask and Hantavirus Suppression Measures while completing this work. TASK 5. Clear field adjacent to building 582 if scrap metal, remove truck box and equipment from parking lot across from building 584. Remove flammable storage lockers across from truck box, as listed in TASK 1. Work schedule is to be provided by contractor. Provisions at FAR 52.212-2 "Evaluation-Commercial Items" applies to this acquisition. Insert in Para (a), "The following factors will be used to evaluate offers, (1) price and (2) past performance.
