Postal Service (USPS) will be prequalifying suppliers for a forthcoming
production of Stamped Envelopes. The contemplated three-year base
contract with two one-year renewal options is for the fabrication of
envelopes that meet or exceed USPS requirements as described in
USPS-E-324G. All envelopes shall be imprinted with an approved postage
stamp indicia designed by the USPS. An estimated minimum quantity of
300 million and an estimated maximum 750 million total envelopes may be
required each year of the contemplated contract. Envelopes shall be
manufactured both with and without windows, and shall be of various
types, classes, styles, and sizes. Envelopes are to be printed by
gravure, offset, and flexographic printing process. Some envelopes may
require the printing and permanent placement of a multiple-color
printed patch or hologram patch in a window located in the indicia area
of the envelope and may require embossing. The supplier shall have the
capability of producing personalized envelopes (manufactured stamped
envelopes imprinted with customers' return addresses). The supplier
shall develop and adhere to a USPS-approved comprehensive security and
accountability plan for the protection of our products. Requests for

Envelope Prequalification. Anticipated date for issuance of the
